Force Integrity Management Strategy

Deputy Commissioner (Management) Lee Ka-chiu expounded the Force's Integrity Management Strategy at the Regional Conference on Civil Service Integrity hosted by the Ministry of Supervision, ICAC and the Commission Against Corruption of Macao at ICAC Building on November 11.

The conference was a regional event that brought senior officials from government departments and anti-corruption agencies on the Mainland and in Hong Kong and Macao together with about 200 participants to discuss and share strategies on Integrity Management.

Mr Lee spoke of the Force's experience in Integrity Management, including culture change, sustainable momentum and regular review. He pointed out both "values-based" and "compliance-based" approaches were equally important.

Since 2009, Mr Lee continued, the Force had taken a four-pronged approach to address the issues of police integrity, and introduced a set of Behavioural Guidelines that clearly set out the parameters of the behaviour expected of Force members, both on and off duty.

In the "values-based" approach, Force members are reminded regularly to adhere to the Behavioural Guidelines and guard against any advantages in compliance with the Acceptance of Advantages (Chief Executive's Permission) Notice 2010.

In the "compliance-based" approach, supervisory officers at all levels have a common responsibility to ensure that the basic regulatory procedures would be fully complied with. Resolute action has been, and will be, taken to ensure that those found culpable for misconduct or criminal offences will be disciplined and punished.

Hong Kong stands out as a city with a remarkably low crime rate, and the Force ranks 4th among 139 countries on "Reliability of Police Services", according to the World Competitiveness Report 2010/2011 by the World Economic Forum. This ranking is built on a continuing commitment to ensure that Force members, including Auxiliary personnel, maintain a high standard of integrity.
