Marine Region hosted with Marine Department a seminar on "Handling of Suspected Improvised Explosive Devices by Security Personnel" at Sai Wan Ho Civic Centre, Shau Kei Wan, on October 27 for Port Facilities Security Officers.

The seminar was one of the initiatives taken under the International Ship and Port Facilities Security Code to enhance the security awareness of the port facility industry as well as providing a forum to share good security practices and promote communication.

The seminar started with a presentation by the Explosive Ordnance Disposal Cadre on handling of suspected improvised explosive devices by security personnel, followed by briefing on the Asia Pacific Economic Conference Manual of Maritime Security Drills and Exercises for Port Facilities and Criteria on Re-validation of Port Facility Security Officers Certificate. There were also experience-sharing and discussion sessions between the speakers and the audience, bringing out the important message on integrating security practices into daily port business operations, and on promoting a security culture in minimising the risks of disruption and sabotage to port facilities. Closer co-operation between private enterprises and government departments was also promoted at the same time.

During the discussion session, Marine Region Acting Senior Superintendent Tsui wai-hung and Bombs Disposal Officer Chow Shek-kin discussed maritime security issues with the audience and emphasised that prompt reporting of any security related incident and continuous review of their port facility security plans are the keys to their "ultimate defence".

With the practical advice given by the speakers, over 60 participants from local port facilities and maritime enforcement agencies became more aware of the security of port facilities and the importance of fostering a culture of security in port business.
