SDs reaffirmed, SAP released

Following a structured strategic planning process, Commissioner Tsang Wai-hung reaffirmed on January 17 that the Force would continue with the existing Strategic Directions (SDs).

Mr Tsang stated: "After a series of strategic planning, I am pleased to announce the launching of the 2012-2014 Strategic Action Plan (SAP). Having carefully weighed up what has been achieved since 2008 when the Strategic Directions were introduced, we have decided to keep the existing Strategic Directions."

The SDs are Engaging the Community; Enhancing the Personal and Professional Qualities of Force Members; Strengthening Criminal Intelligence Gathering Force-wide, and Supporting Frontline Units. They were introduced to define the key management areas that will require continuous development for a number of years to come. These key management areas will continue to be fundamental to the success of the Force in fulfilling the vision of maintaining Hong Kong as one of the safest and most stable societies in the world.

The SAP for 2012-2014 incorporates 16 Force level projects devised to address specific areas of development necessary to meet the objectives of the SDs. The projects in this new round of the SAP continue to build on the work that has been pursued over the course of the previous SAP as well as to introduce several key projects focusing on new areas.

Mr Tsang added: "Formation Commanders should refer to the Strategic Directions, Objectives and Action Plan when devising their plans and activities to address local policing priorities. I expect Formation Action Plans to acknowledge community expectations, and add genuine value to police service."

Local policing priorities are to be addressed through Formation Action Plans that take account of the Commissioner's Operational Priorities 2012, and where appropriate the Force level objectives described in the SAP. Mr Tsang stated: "I ask every one of you to read the Commissioner's Operational Priorities in detail as they are relevant to all of you and Commanders should engage their teams when formulating their Formation Action Plans."

Formation Action Plans should incorporate only activities and initiatives that are relevant and manageable. To this end, all Formation Commanders are urged to take into account the Force's guiding principles when planning their activities and initiatives.

It is up to Commanders at all levels to ensure frontline staff understand the context of the SDs and SAP, and appreciate their roles in helping to achieve the objectives. It is therefore important that frontline officers are involved when the time comes to formulate Formation Action Plans.

CP and Senior Directorate Group will hold a briefing on the SDs and SAP 2012-2014 for all Senior Superintendents and above, including the Auxiliaries and civilian equivalents, on February 17.
