PNC delegation attends INWG Annual Conference |

The International Negotiators' Working Group (INWG), which was first convened by the US Federal Bureau of Investigation (FBI) in 2000, is an international network of police negotiators from various police forces in the world. It is a well-established and recognised international forum for discussing key issues and good practices on crisis and hostage negotiations. Since its inception, the number of participating countries has grown to 22, including Australia, Belgium, Canada, Denmark, France, Germany, Hong Kong, Ireland, Israel, Japan, Republic of Korea, New Zealand, Norway, Singapore, South Africa, Spain, Sweden, Switzerland, the Netherlands, England, Scotland and the United States. Each year, the INWG organises an annual conference in one of the participating countries. The conference offers an opportunity for police negotiators to share experience, knowledge and latest developments and tactics in crisis negotiation. In 2007, the Police Negotiation Cadre (PNC) hosted the 8th INWG conference in Hong Kong. The 12th INWG annual conference was held in Singapore from November 21 to 25 last year. Officer Commanding PNC, Superintendent (SP) Wong Kwong-hing, led a four-member delegation to give presentations on what PNC had done and their experience, including public order related negotiations and application of psychology in crisis and hostage negotiations. SP Wong commented: "We showcased the PNC to the international negotiation community as one of the key representatives in the INWG. PNC also seized this opportunity to establish a strategic partnership in cross-training of negotiators with some INWG members." The next INWG annual conference is scheduled to take place in Paris in November. ![]() |
