Co-operation enhanced for protecting animals

Support Wing launched an Animal Watch Scheme last October to strengthen multi-agency co-operation and enlist public support for combatting cruelty to animals with a four-pronged approach comprising education, intelligence gathering, publicity and investigation.
 
As an initiative to enhance public understanding of the scheme, Superintendent (SP) (Field Support) Kong Man-keung and Senior Inspector Wilson Ng represented the Force in two meetings with Legislative Council (LegCo) members and animal welfare organisations last month. 

Two LegCo members, Mr Fred Li Wah-ming and Mr Gary Chan Hak-kan, invited representatives of Agriculture, Fisheries and Conservation Department (AFCD), Society for the Prevention of Cruelty to Animals (SPCA), the Force, and 11 animal welfare groups to a meeting in the Legislative Council Complex on January 17 and 20. In the meetings, SP Kong introduced the Force’s efforts and measures to combat cruelty to animals under the scheme. Acknowledging the efforts, animal welfare representatives urged the departments concerned and SPCA to thoroughly investigate all reports of cruelty to animals.

SP Kong emphasised the effectiveness of the existing multi-agency approach and the enhanced measures of the scheme. He also reiterated the Force’s commitment and determination to professionally deal with those offences. 

All of the parties considered the discussions at the meetings fruitful in having reinforced mutual understanding and built a solid foundation for further co-operation in preventing and detecting cruelty to animals. The parties also found it encouraging that besides the efforts of the Force, AFCD will run a trial scheme to curb and control the number of stray dogs and is preparing for consultation on legislative measures to regulate dog breeding. Both initiatives will go a long way towards addressing the problem of cruelty to animals. Meanwhile, the Force will continue to work closely with AFCD, SPCA and the community in this aspect.
