LB launches electronic platform for improving work processes

Liaison Bureau (LB) launched a project called Electronic Liaison Information Timely Enquiry System (ELITES) on February 29, which is an electronic platform to automate the business process of LB so as to enhance its communication with frontline officers. 

Duty Officers in Report Rooms and all Inspectorate officers can access ELITES through the Force terminal.

The major function of ELITES is to facilitate the following work processes with a new electronic platform instead of written correspondence or email:

(1)     to seek through LB assistance from, and provide assistance to, the Mainland and  overseas law enforcement agencies on matters of criminal investigation; and

(2)     to seek through LB assistance from and notify the Mainland authorities under the Reciprocal Notification Mechanism of the detention and unnatural death of residents from Hong Kong and the Mainland.

Before promulgating the system, LB organised 15 awareness sessions from February 13 to 17 for a total of 300 inspectorate officers and Duty Officers who will use the system.  They were given the opportunity to operate and comment on the system.

ELITES will be on trial until May 31, during which officers are encouraged to use the system to submit their requests.
