"Shun Chai's 48 hours", the silver and creativity award winner of the Behavioural Guidelines video-clip competition, has captured an international award - Gold Award of the 2012 QUESTAR Award under the Staff Training category. Produced by Marine Region, the video outdid 100 entries from Australia, Canada, Denmark, Germany, Singapore, Russia, the United States, People's Republic of China and Hong Kong.


The Behavioural Guidelines video-clip competition was held in mid 2011 to further promote the Behavioural Guidelines and the "Four Way Values" Judgment. The QUESTAR award is an internationally recognised symbol of excellence in communications.  Apart from positively projecting the Force's image in the international arena, the award underscores the Force's efforts and success in promoting internal communication with staff engagement and empowerment.

The video tells three short stories about Police Constable "Shun Chai" to illustrate the importance of adhering to the Behavioural Guidelines and making use of the "Four Way Values" Judgment when facing ethical dilemmas in life.

In the first story, "Shun Chai" and one of his colleagues firmly rejected a request by their relatives to retrieve data from the Force computer system. In the second story, "Shun Chai" and his colleagues were offered a big discount after enjoying a meal in a seafood restaurant, but they refused to accept the offer forthwith. In the third story, "Shun Chai"offered an apology to a Muslim in police custody for giving him a lunch box with pork.

"Use your heart"

Members of the winning team, who were once attached to the Small Boat Division of Marine Region, are pleased with their award. Sergeant Kam Shing-yui told OffBeat: "All the three short stories came from their personal experiences. In our daily lives, there will be various temptations, which might be against Force Values. We hope the video would encourage officers to fully display their professionalism when facing dilemmas in life and to apply the 'Four Way Values' Judgment if in doubt."  On the secret of success in producing the winning video, he said: "Use your heart in all your dealings."  

The winning video has been uploaded to the Ethics Corner on POINT.  The winning team hopes Force members would appreciate their commitment to, and efforts in, producing the video.
