SRG offers training to JPOA representatives

Staff Relations Group (SRG) organised a two-day training course for District and Unit Representatives of the Junior Police Officers' Association (JPOA) on July 31 and August 14. About 110 officers attended the course.


Assistant Commissioner (Personnel) Ng Tsui Fung-ying officiated at the opening of the course on July 31, which aimed at providing JPOA representatives with a better idea of the policing environment, their roles and responsibilities, importance of internal communication, issues related to welfare and conditions of service, and relevant policies and procedures. It is hoped that after attending the course, the representatives would be in a better position to handle enquiries or requests for assistance from their fellow members, and more effectively play the role of a communication link between Force management and staff.

The course covered a wide range of topics, and speakers from Personnel Wing introduced their job, services, policies and procedures. Complaints and Internal Investigations Branch gave a talk on the complaint mechanism, while Police Public Relations Branch shared their views and experience on the Force Public Relations Strategy and working with the media. An ICAC officer also gave a talk on "Acceptance of Advantages and Conflict of Interest".

Prof James Sung from City University of Hong Kong delivered a presentation on "Understanding of the New HKSAR Government and Current Political Environment", while Ms Maria Tam, founding-president of the JPOA, conducted a session on "Mainland's 12th Five-year Plan", giving the audience an insight into Mainland's plans and developments, and their impact on Hong Kong's economy.

Good communication essential

Speaking at the conclusion of the training course, Deputy Commissioner (Management) Lee Ka-chiu thanked the JPOA, which represents over 20,000 junior police officers, for bridging the communication between Force Management and frontline officers. The JPOA, in playing this role, always provided useful information and feedback for evaluation of stakeholders' needs and pursuit of reasonable rights and benefits for staff, he said. 

Mr Lee stressed that communication should be comprehensive, with all stakeholders, both internally and externally, maintaining effective dialogues and free flow of information. Encouraging officers to continue expressing their views and suggestions, he said Force management always kept its eyes and ears open, and attached importance to maintaining good relationships with staff associations. Close relationship between Force management and staff would foster esprit de corps and help promotion of Force values and implementation of policing strategies, Mr Lee noted.

Thanking Force management for supporting the training course, JPOA Chairman, Mr Chan Cho-kwong, said the course enabled JPOA Representatives to understand better Force values and policies, in particular matters concerning their roles and responsibilities related to welfare, conditions of service and the policing environment on the frontline.
