HKI Region grooms young Inspectors

Most of the Probationary Inspectors passing out from Police College take up the job as a Patrol Sub-unit (PSU) Commander. They have to not only lead and supervise officers with different backgrounds and experience, but also handle different cases as well as administration chores they have never done before. During middle and night shifts they have to work on their own, and this would give rise to more stress for them.

In a bid to raise the professionalism of young inspectors, Hong Kong Island (HKI) Region has launched a training programme consisting of a series of seminars, where divisional and frontline commanders share their knowledge, skills and experience of daily chores with young inspectors.

A survey was conducted among young inspectors in HKI Region to prioritise about 20 topics related to their daily jobs.  The result showed they are most concerned about management related topics such as "Maximising the strength and ability of PSU personnel".  They are also interested in practical police work, for example "Enquires on common assault and DD Cases."   

Superintendent (SP) Gerry Killen from Emergency Unit HKI, who conducted a seminar on handling serious incidents, favoured the concept of the training programme. "Young inspectors are very interested in knowing how to handle emergencies and serious cases. Next time I will make the seminar even more interactive," he said.

"We concentrated on discussing daily chores, and focused on practical things," said North Point Divisional Commander Kelvin Ho, who conducted a seminar on "Engaging and securing support of the community".

Post-seminar questionnaires show young inspectors hold the training course in high regard. "Senior officers have a wealth of experience. The seminar made me think more about maintaining integrity," said IP Pang from Happy Valley Division after attending a seminar on commanding a PSU.

SP ADM HKI Terence Young pointed out that the training programme, besides providing essential and practical skills and knowledge of daily chores for young inspectors, facilitated sharing of experience by frontline commanders and young inspectors, and enabled the former to understand more about the latter's concerns and problems.

So far, HKI Region has organised six seminars, and is expected to further improve the training course where necessary.
