IPCC members visit PTU |

The Chairman of the Independent Police Complaints Council (IPCC), Mr Jat Sew-tong, and eight council members, accompanied by the Secretary General of IPCC, Mr Ricky Chu, visited Police Tactical Unit (PTU) Headquarters on October 4. Accompanying the IPCC members on the visit were Director of Management Services Tang How-kong, Assistant Commissioner (Service Quality) Peter Morgan and Complaints & Internal Investigations Branch (C&IIB) Chief Superintendent Duncan McCosh. They were greeted by PTU Commandant Cheung Tak-keung and his training staff. PTU Chief Inspector Yip Pun-yu briefed the IPCC members on the history of PTU, handling of public order events and use of force. A demonstration was given to show how to police a public procession and use mills-barriers, water-filled barriers and OC Foam. During the demonstration, some IPCC Members and IPCC secretariat staff even acted as police officers to stop protestors from storming the mills-barriers and personally experienced the effect of OC Foam. The visit concluded with an open forum between IPCC members and representatives from different PTU companies to exchange views, giving the visitors a better idea of the difficulties frontline officers face while managing public order events. C&IIB has been arranging for IPCC members to visit different Formations in a bid to enhance understanding and communication between IPCC and frontline officers. ![]() |
