Force delegation on exchange visit to France

With the arrangement made by Police College, Chief Inspector Tang Kwok-hung led a delegation comprising two Senior Inspectors, two Sergeants and six Police Constables on an exchange visit to the French National Police Force (FNPF) in Paris from October 9 to 15.

The delegation called at the FNPF's Police College, Crime Wing, International Co-operation Division and Public Security Division, as well as the Computer Crime Division of the Judiciary Police.

The FNPF is made up of the National Police and the National Military Police and is managed on a "two-track basis" by a vertical leadership and administrative system. During their visits to different departments, the delegates were briefed on the organisation structure of the FNPF. They learned that France has a total of 7,000 regional police departments and Military Police units with over 240,000 officers, comprising 145,000 Police Officers and 98,000 Military Police Officers.

The FNPF introduced the recruitment system and training programmes in their Police College, while officers of the Computer Crime Division explained their online "patrols" and computer crime investigations. Officers of the French Public Security Division also discussed with the delegates maintenance of law and order, crime prevention and the fight against petty crimes. The methods of research and intelligence gathering were also discussed.

The French officers also briefed the delegates on the planning and execution of covert operations to combat illegal online activities, including child pornography and human smuggling. The delegates were very impressed with their counterparts' dedication, commitment and professionalism.

During the exchange visit, the delegates also shared ideas and experience with their hosts, and compare the differences in the practices and management of the Force and the FNPF.  Overall, the visit has broadened the delegates' horizons and strengthened the co-operation between the two police forces, and offered an opportunity for the delegates to learn the experience and good practices of the FNPF for the benefit of their jobs.
