Officers share experiences and views of 'July 1 Operation'

Operations Wing hosted an experience-sharing session on the "July 1 Operation" for over 300 officers from Regions and Policy Wings at Police Headquarters on December 6.

July 1 has always been an important day for the Force. Besides activities to celebrate the return of Hong Kong to the Motherland, this day also sees people stage demonstrations to express their views. July 1 this year, which marked the 15th Anniversary of the establishment of Hong Kong Special Administrative Region (HKSAR) and the inauguration of the Fourth Term Government of HKSAR, was no exception.   Coupled with the visit by President Hu Jintao, the whole policing operation was full of challenges.

"Working as a team, we were again able to rise to the challenge and accomplished our mission", said Director of Operations Hung Hak-wai at the opening of the session.

Officers from more than 20 units were mobilised for planning and execution. The security operations, maintenance of public order and safety in celebration events and the handling of large-scale public order events, all done on the same day, were very challenging and were completed successfully.

Central District Assistant Commander (Administration) Wong Kwok-yin, who led the July 1 Special Duty Team from February 1 to July 31, shared with the audience his experience of planning and highlighted the Force's two-tier planning structure and the improved measures adopted in the operation in line with the key recommendations of the "818 Review".

The "818 Review" emphasised the importance of "expectation management" and this was where Police Public Relations Branch (PPRB) came into play. PPRB Chief Superintendent Wong Kwok-wai briefed the audience on formation of Media Liaison teams and the public relation strategies adopted in the operation. 

Police Tactical Unit (PTU) Commandant Cheung Tak-keung, Lantao District Commander Au Yeung Chiu-kwong, who was formerly Wan Chai Deputy District Commander, and PTU Chief Inspector Barn Yip spoke of the operation plan for the Security Zone in Wan Chai, highlighting the operation's key principles, best practices and lessons learned.

The session concluded with a question-and-answer session where Assistant Commissioner (Operations) Wong Chi-hung and all the speakers took questions from the floor.  Mr Wong also took the opportunity to commend frontline officers for their devotion to duty and professionalism.

The audience considered the experience-sharing session helpful for planning and executing similar operations.
