With the arrangement made by Police Licensing Office, members of the Liquor Licensing Board (LLB) and senior government officials toured the liquor-licensed premises in Tsim Sha Tsui and Central during a "Night Visit" on November 10. It was a fact-finding bid to allow LLB members and officials to understand better the operational environments of different types of liquor licensed premises and the enforcement actions taken by the Force.

Among the party visiting the upstairs bars, clubs and pubs in Tsim Sha Tsui and Central were Secretary for Food and Health, Dr Ko Wing-man, Under Secretary for Food and Health, Prof Sophia Chan, LLB Chairman, Mr Stephen Yau, accompanied by police officers and representatives from Food and Health Bureau, Food and Environmental Hygiene Department, Fire Services Department, Buildings Department and Environmental Protection Department. To obtain first-hand information, they discussed, and exchanged views on, the situation of upstairs bars, imposition of additional licensing conditions, fire safety and handling of noise complaints.

LLB members praised police for regulating liquor-licensed premises and mitigating the nuisances caused. The members were particularly impressed by the efforts by Central District to ameliorate the traffic problems near Lan Kwai Fong and the enforcement initiatives of Yau Tsim District to deal with illegal activities on liquor -licensed premises.
