Officers showcase creativity in service quality

Service Quality Wing (SQW) has been organising the Service Quality Award (SQA) Scheme since 2003 on a biennial basis to support the Civil Service Outstanding Service Award (CSA) Scheme. The Civil Service Bureau launched the CSA in 1999 to promote a citizen-centric culture and encourage the pursuit of excellence in delivering public services. 

To sustain the Force's achievement of winning six awards in the CSA last year, SQW has adopted a pro-active approach to identify suitable projects from Policy Wings, Branches and Formations through the SQA 2012 for potential entries to the CSA 2013.

On this occasion, a total of 21 entries were submitted for the SQA, of which ten were short-listed for the Stage One Competition at Police Officers' Club last September.   Among them, four teams were subsequently selected to compete in the Final Competition on December 4.

On that day, 200 guests and participants, including Commissioner Tsang Wai-hung, Senior Management and the formations of all the entry teams, turned up in the Police Headquarters Auditorium to support the finale. Due to the high qualities of the entries, the 100-member Adjudication Panel, consisting of Senior Directorate Group Officers, members of the Force Committee on Service Quality, representatives from Major Formation and staff associations as well as representatives from the Force's strategic partners, Mrs Patricia Lau from the Efficiency Unit, and Dr Lawrence Lam, Mr Lawrence Ma and Mr Adrian Yip from the Independent Police Complaint Council, took a long time to pick the winners.

Praising the contestants, Mr Tsang said their innovation enabled the Force to win many awards by both international and local bodies, reflecting the fact that the Force had endeavoured to foster a culture of service quality in the last decade. The high standard of the 21 entries underlined Force members' efforts to provide quality services and strive for improvement, he added.

In order to stand out from their contestants, every competing team adopted different innovative approaches to outline its quality service initiative with drama and video clips in a bid to impress the adjudicators. At the invitation of SQW, cheering teams from the competing Formations cheered on their competing colleagues in the Auditorium.

MEDIV 

The special duty team, "Sea Safety Guarding Angels", was set up in April 2011 with the aim to reduce sea accidents through education and law enforcement. "We wanted to make the waters of Sai Kung safe for everyone to enjoy. With full support by the District and the Region, we treated the project as our mission and the whole division was working together for the same goal," said Sergeant Ip Chi-keung. "With co-operation by the local boating community, SKDIV, EU KE, Fire Services Department and Marine Department, success was made possible."

MKDIST

Mong Kok District, launched project "Report Easy" in early 2011, which aimed at enhancing the professionalism and services of Report Room and crime unit; supporting frontline officers, and solving work problems. Report Room Police Constable Ng Fung-yi from MKDIST said: "On a people-oriented basis, we strive to provide quality services to the public.  The "Report Easy" project has effectively reduced the waiting time of informants, strengthened communication among units, streamlined case handling procedures and boosted officers' work confidence in work."

For promoting service quality and best practices across the Force, SQW has uploaded all the 21 projects onto its Formation website, which can be easily accessed via POINT.
