A Force delegation comprising 14 District Investigation Team (DIT) officers from different districts and led by Chief Inspector Yeung Ming-hang, visited the Shanghai Municipal Public Security Bureau between November 19 and 22 last year.  The visit was organised for DITs by Crime Wing Headquarters under the Overseas and Mainland Study Visit Programme, which is one of the recommendations made by the Force Study Team on Recruitment and Retention of Crime Officers at District Level for enhancing DIT officers' professionalism and broadening their horizons.

During the four-day visit, delegation members toured the CID Headquarters and Detective Exhibition Hall of the Bureau for an overview of the city's crime investigation work, including visit to a forensic laboratory to study how cutting-edge technology assists in investigating crimes.

The visit to the Pudong and Qingpu Division is another highlight of the visit, during which delegation members got a briefing on the local crime-fighting situation and exchanged views with their Mainland counterparts.

Delegation members find the visit programme useful and inspiring for their jobs. Detective Police Constable Hui Yui-leung said: "The Shanghai Municipal Public Security Bureau is using advanced technology and their digital fingerprint system allows officers to lift fingerprints with a mobile device anywhere and anytime for uploading data to the central database.  Mainland officers also co-operate with local universities in developing forensic equipment, like a speedy DNA profiling machine, which can fully decode DNA samples within 18 hours.

"The most stunning technology I've seen so far is the computerised CCTV system installed in the city.  It is highly effective in tracking down suspects and suspicious vehicles, and it has led to a number of successful detections."
