The Personnel Information Communal System (PICS), which has been supporting the Force human resources (HR) management since 1997, is approaching the end of its serviceable life. The PICS II project started in April 2010 with the aim to redevelop a new HR information system for the Force.

The PICS II will replace the existing PICS with a new system which will continue to serve the existing range of HR functions while at the same time will integrate other HR services, such as applications and processing for leave and quarters. It will also allow on-line completion of "Self Assessment" by officers for their annual reports at the workplace or at home via POINT from Home. For officers performing the roles of a HR manager, the PICS II will provide a series of analytical and report functions to enhance strategic HR planning and decision support.

With the adoption of a user-centric approach for system design, the PICS II will be a one-stop HR portal in providing end-to-end services from strategic planning to the HR needs of all officers and civilian staff in the Force. Main features of PICS II One-Stop Portal include a To Do column, which will automatically remind users any HR processes that require approval, input or action (e.g. VL, ARF, PRF, half-year reports on probationers etc).  New items will be bolded to differentiate from those that the users have already read.  Users can also view their outstanding leave balance at a glance in the Profile column on top of the front page and can also check the last logon time for security reason.

The project is now undergoing system development, to be followed by User Acceptance Tests and End-users Training. To give officers a better idea of the new system, five more articles on its different key features will be published in OffBeat before the system rollout scheduled for mid 2013.
