'Hong Kong Police YouTube' launched
to enhance communication with public

Nowadays use of Internet platforms is indispensable for many people's daily chores and the flow of information has been enhanced by the use of social media platforms. In view of this, the Force has been exploring since 2011 how to strengthen communication with the public by using social media. Later it was decided to adopt a prudent and incremental approach, with implementation to be carried out in stages, from low interactive platform to higher interactive ones.

The Force broke new grounds in communication with social media by launching its first "Hong Kong Police Mobile Application" (HKP Mobile App) last year. After acquiring experience by developing the HKP Mobile App, the Force moved forward to the use of a moderate interactive platform and launched the Hong Kong Police YouTube (HKP YouTube) on March 26.

The HKP YouTube is a new multi-media channel adopted by the Force to strengthen community engagement.  It aims at assisting the community to understand the Force better, promoting the Force's positive image, and garnering confidence and support from the public.

The channel has a variety of video contents, which have been grouped into six categories: Latest Update, Editor's Choice, Crime Prevention, Police Work, Events and Activities, and Public Appreciation.

The HKP YouTube allows viewers to rate and post comments, which can be viewed by other users.  Posting of an inappropriate nature, such as offensive, violent, sexual and infringing, will be removed according to operational guidelines. Response to posting will be made on a "need-to-reply" basis.

Police Public Relations Branch (PPRB) is responsible for the overall management of the HKP YouTube in terms of content, supervision, response to comments and queries, and performance evaluation.

With a view to enriching the content of the HKP YouTube, PPRB will forge close partnership with police formations, cadres, clubs and video shooting lovers and groups to produce more videos of different natures. In addition, PPRB is organising a video shooting competition, which will commence in mid-April. The winning entries will be uploaded to HKP YouTube.

Police formations, cadres, clubs and video shooting lovers and groups are welcome to join the contest.  Details will be available on Force NoticeBoard and POINT.

Mobile App Version 1.3

Meanwhile, since the launch of the HKP Mobile App, positive comments have been received from users. On March 26, version 1.3 of the HKP Mobile App was launched to include an e-reporting function. The public can use e-forms to make non-urgent reports or enquiries through the Internet.  The types of report include Lost Property, Lost Property (visitors), Noise Nuisance, Provide Crime Information, Report Cyber Crime, Telephone Nuisance, Unjustified Issue of Fixed Penalty Ticket, Vehicle Obstruction, General Enquiries, Appreciation to Police Officers, and Complaint against Police.

In addition, an icon for Notification of Public Meeting/Public Procession has been added, and users can gain assess to the Notification of Public Meeting / Public Procession webpage on the Police Public Page by simply pressing the icon.  Furthermore, the Commissioner's Operational Priorities 2013 have been updated.

More information on the HKP YouTube and HKP Mobile App is available on the Police Public Page at www.police.gov.hk.
