NB officer attaches to SOCA |

Superintendent (SP) Kwok Kang-shing of Narcotics Bureau (NB) completed a two-week attachment programme at the Serious Organised Crime Agency (SOCA) in the United Kingdom earlier this month. SOCA is a nation-wide organisation formed in 2006 to prevent, detect and reduce serious organised crime in the country. Since its establishment, SOCA has been collaborating with law enforcement agencies in the UK and overseas, including joint operations and sharing of intelligence, knowledge and good practices. In this regard, SOCA established an exchange programme with the Force in 2009 and SP Kwok is the fourth and last officer to attend the programme before SOCA's restructuring and renaming as the National Crime Agency later this year. SP Kwok said he gained valuable experience by sharing with more than 25 experts in the agency knowledge and views of the threat and intelligence of serious crime and drugs, civil recovery proceedings, money laundering investigation, undercover operation, witness protection, intercept operation, kidnap and extortion, cyber crime and forensics. SP Kwok thanked SOCA Manager of Operations, Mr Gary Fennelly, who attended the exchange programme in the Force last year, and his staff for arranging an interesting and invaluable programme for him. SP Kwok said what impressed him most is the non-traditional enforcement approach adopted by SOCA. Examples of this include filing civil action against crime proceeds instead of criminal court proceedings and imposing prevention orders against convicted criminals. ![]() |
