Data Transfer Mechanism launched

After an in-depth examination and deliberation with Hospital Authority (HA) and Social Welfare Department (SWD), Support Wing formally launched a Mentally Disordered Persons (MDP) Data Transfer Mechanism on April 15.  The mechanism was introduced to strengthen the Force’s collaboration with HA and SWD so as to identify timely MDP at high risk and in greater need of mental health or social welfare services to reduce the risk of tragedies.

In the past two years, the Force has been actively studying a mechanism that on the one hand can comply with the requirements of the Personal Data (Privacy) Ordinance (PDPO) whilst on the other hand can transfer the data of an MDP so that timely mental health or social welfare services could be provided.  With the advice from HA and SWD on the mechanism and their assistance in training frontline officers in handling and assessing MDP, the data transfer mechanism was rolled out after being cleared by the Department of Justice.  The mechanism’s features are as follows:

* Division of responsibility - After the handling officers has reported a case, the Inspectorate officer in command will assess whether the MDP’s data should be transferred.  The unit’s Chief Inspector will then review the case which if necessary will be approved by the Superintendent commanding the unit.

* Multiple-level supervisory check.

* Minimising paperwork for frontline officers and yet ensuring sufficient documentation.

* Compliance with PDPO by a complete thought process on a case-by-case basis.

A Train-the-Trainer Workshop was conducted in Police Headquarters on March 28, attracting around 200 supervisory officers from all Regions and Crime Wing.

Speakers from different professionals, including specialists in psychiatry from Kwai Chung Hospital, social work officers from SWD and Society of Rehabilitation and Crime Prevention, Hong Kong, gave presentations on the following topics:

* Mental Disorder Symptoms,

* Techniques for Handling MDP and Risk Assessment,

* MDP Data Transfer Mechanism and PDPO Implications,

* HA and SWD follow-up services to MDP, and

* Case sharing by non-government organisations

The PowerPoint slides presented at the workshop have been uploaded to Field Division’s Website on POINT. Support Wing will review the mechanism three months after its implementation.
