The 8th Symposium on Police Studies of the Straits cum Hong Kong and Macao will be held in Taiwan from December 2 to 4 and Force members are invited to submit papers on the main theme - "Reflection and Vision on the Mechanism for Cross-boundary Police Co-operation". The Mainland, Taiwan, Hong Kong and Macao have joined hands in combatting cross-boundary crimes. However, the different legal systems in the four jurisdictions impede "intelligence exchange", "making arrests, "repatriation of criminals", "mutual assistance in investigations", "collection of evidence" and "handover of stolen property". The theme of the 8th Symposium inspires the jurisdictions to identify the problems of cross-boundary co-operation in policing on the basis of theories and explore possible solutions. It also provides a good opportunity to share experience in co-operation across the jurisdictions. Force members are invited to submit papers on the sub-themes below: (a) Enhancing Co-operation in Combatting Cross-boundary Drug-related Crime; (b) Strengthening Co-operation in Combatting Cross-boundary Telecommunications Fraud; (c) Strengthening Co-operation in Combatting Cross-boundary Economic Crime; (d) Co-operation in Combatting Cross-boundary Organised Crime; (e) Expanding Co-operation in Combatting Cross-boundary Human Smuggling; (f) Police Information Exchange and Co-operation among the Mainland, Taiwan, Hong Kong and Macao; (g) Establishing a Framework for Co-operation in Police Training among the Mainland, Taiwan, Hong Kong and Macao; (h) Comparative Study of Legal Systems for Combatting Cross-boundary Crime and the Mindset for Co-operation among the Mainland, Taiwan, Hong Kong and Macao (i) Review of the Effectiveness of Cross-Strait Co-operation in Combatting Crimes and Mutual Legal Assistance and the Way Forward; and (j) Theoretical and Practical Issues related to Policing, Fire Services, Rescue Services and Port Formalities. Papers should be submitted in Chinese and each paper should not be less than 5,000 words and more than 15,000 words. Each paper should also include a summary of about 200 words with relevant keywords provided. The author is entitled to own copyright. However, submission of a paper constitutes an endorsement by the author that Police College may pass the paper to the Police Association of China for retention and replication, as well as publishing on its intranet, the Internet or other media channels. Soft copy (Word 6.0 or above), by PEN, should reach Senior Superintendent of Specialised Services Training Centre (ssp-sstc) before July 15. Submission should include the following: (a) Topic: In both Chinese and English (b) Author: Name, post and rank (in both Chinese and English) (c) Summary: Chinese only (about 200 words) (d) Keyord: Five keywords in both Chinese and English (e) Article: Normal font size 12 with page number, Chinese in "細明體" and English in "Times New Roman". Years should be presented in Common Era and numbers in Arabic writings. (f) Reference: Full citation of all reference material. Footnote for both reference and quotation. Marking criteria include: (a) Relevance: (1) Relevance to the main theme of the symposium; (2) Applicability of ideas of the paper; (b) Originality: (1) Creativity in idea; (2) Innovation in addressing contemporary policing issues; (c) Literature Research & Analysis: (1) Backup of research/academic theories, or clear presentation on background of the paper; (2) Clarity of conceptual/academic analysis; (d) Structure and Clarity: (1) Logical structure as a whole; (2) Writing style. Papers selected by the Symposium's Preparatory Working Group will be published in the Symposium Journal. Authors whose papers are chosen by the preparatory working group for presentation will be invited to join the Force delegation to Taiwan and present their papers on stage in Putonghua.
