Officers showcase creativity in Force Award Schemes

The Police Staff Suggestions and Motivation Schemes Presentation Ceremony 2013 was held in Police Headquarters on March 12 when more than 90 officers from various branches and districts were presented with awards for a range of competitions. Director of Management Services Tang How-kong officiated at the ceremony before a large gathering of guests, included Assistant Commissioner (Personnel) Ng Tsui Fung-ying, Assistant Commissioner (Operations) Cheung Tak-keung and Assistant Commissioner (Service Quality) Peter Morgan.

Mr Tang said in his opening speech that the Force appreciated the officers' dedication to, and enthusiasm of, their work in a bid to meet the challenges brought by a rapidly changing society. By identifying areas for improvement, the Force optimised resources, raised operational efficiency and streamlined the procedures for enhancing service quality.
 
"Our resources are limited, but your ideas are unlimited," Mr Tang continued. "I'm pleased that Force members, with the support of their commanders, can freely flourish their creativity. In the Civil Service Outstanding Service Award Scheme 2013, the Force's performance was excellent with 12 teams making it to the second phase of adjudication, breaking all the records in the past. This shows we are all striving to boost service quality with concerted efforts at all levels.

"The Force will organise Living-the-values Wave VIII Workshop with the theme of 'Professional Responsibility and Accountability' at the end of this year. We hope that by sharing the 'true stories' of our colleagues, we can further uphold the fruitful results we achieved over the past few decades and continue to work together for advancement."

Under the Police Staff Motivation Scheme, Personnel Services and Staff Relations Branch has launched a poster design competition and a creative slogan competition with the theme of "Prudent Family and Personal Financial Management" to raise awareness and understanding of the principles related to family well-being and personal financial management. With officers' active participation, a total of 366 slogans and 61 posters were received for the competitions. The entries demonstrated the participants' creativity in conveying the theme message and gold, silver, bronze awards and four merit awards were presented to 28 winners of both competitions on an individual or a group basis.

Operations Wing has organised a banner design competition to promote the training Police Dog Unit provides for dog handlers and police dogs in performing different tasks, including tackling dangerous drugs and troublemakers. The competition attracted more than 25 entries from over 100 officers and the entries illustrated well the capability of Police Dog Unit. After rounds of selections and reviews by the adjudicating panel chaired by Assistant Commissioner (Operations), the first three winners and four merit awardees, comprising a total of 32 officers, were presented with awards.

After the ceremony, Mr Tang toured exhibition boards of the winners' works and chatted with them about their entries and ideas of innovation.





Inspector Cheung Lap-tak of Police Staff Suggestions Scheme Gold Award winner, Tsuen Wan District QR Code Project Team, said: "Our proposal introduces to other branches and districts an environmental friendly tool that has successfully enhanced internal communication in Tsuen Wan District. We are very pleased to see the QR code created in OffBeat.



Police Staff Suggestions Scheme Gold Award winner, Police Constable Lam Lai-kuen, said: "It is a great honour for me to receive the Gold Award as well as recognition from my superiors. In my view, good driving attitude should begin in childhood. As a member of Traffic Formation, I hope education and promotion would minimise danger and risk to road users."



Police Dog Unit Banner Design Competition Champion, Emergency Unit Hong Kong Island said: "Police dogs are excellent partners working with us days and nights. Their appearance at scene would make troublemakers behave and stop causing mire troubles. Police dogs are really our best comrades-in-arms."


The winning team of Prudent Family and Personal Financial Management Poster Design Competition believes that the police vehicle,  "Healthy Living",  in the poster shows that to lead a healthy life, one has to properly manage three important things: body, mind and wealth.




Prudent Family and Personal Financial Management Creative Slogan Competition Champion, Wan Chai District, points out that their slogan conveys the message that officers have to keep abreast of times, manage their financial matters prudently and bear in mind the prevailing economic environment. It also reminds officers of "planning ahead and saving for a rainy day".
