The Chairman of the Independent Police Complaints Council (IPCC), Mr Jat Sew-tong, and five Council members, Mr Eric Cheung, Dr Chan Pui-kwong, Miss Sandy Wong, Mr Edwin Cheng and Mr Gerard Chung, accompanied by IPCC Secretary-General, Mr Ricky Chu, visited Traffic Kowloon East (T KE) on May 31.

Accompanying the IPCC party on the visit were Director of Management Service Tang How-kong, Assistant Commissioner (Service Quality) Peter Morgan and Chief Superintendent (CSP) Complaints and Internal Investigations Branch (C&IIB) Evelyn Lam.

The visit began with a discussion with T KE officers followed by demonstrations on drug driving impairment test and enforcement actions against speeding and overloading. The IPCC party then visited the Road Safety Town in Sau Mau Ping.

During the visit, Mr Jat and his fellow members had an exchange of views with a cross-section of T KE staff in an open forum. After the officers briefed the guests on the difficulties of their daily enforcement actions, Mr Jat encouraged them to exercise tact, remain firm and professional in face of confronting situations, and follow the established procedures.

In response to Mr Jat's views, CSP Lam pointed out that Complaints Against Police Office was working on a new training package on handling confronting situations in collaboration with IPCC, Police Tactical Unit, Police College and Traffic Headquarters.

During a group discussion, Mr Chu spoke of his encounter with T KE officers when his vehicle broke down, and praised the officers for their professionalism and efficiency.  "At the beginning I was stranded on the highway when a tyre of my car burst. After five minutes, two T KE officers on patrol lent me a hand.  The whole situation was resolved within just 10 minutes and I was very impressed with their help," said Mr Chu.

To enhance understanding and communication between IPCC and frontline officers, C&IIB arranges IPCC members to visit different formations.
