COMMISSIONER’S OPERATIONAL PRIORITIES 2016

About Us

The Commissioner’s Operational Priorities 2016 set out the key operational areas to which the Force will accord priority during the year.  They are a continuation of the seven priorities identified last year with minor refinements.

The successful implementation of these priorities will ensure that Hong Kong remains a safe and stable society.


VIOLENT CRIME

Against the Public

  • Ensure a strong police presence to deter violent crime, particularly at high-risk locations.
  • Target violent crime, particularly cases involving firearms or explosive devices.
  • Strengthen intelligence-led operations against street gangs and their activities, particularly those involving young persons.

Domestic Violence

  • Professionally handle and investigate all reports of domestic violence.

TRIADS, SYNDICATED AND ORGANISED CRIME

Triads

  • Target triad personalities and activities, in particular those that exploit young persons and juveniles, by mounting intelligence-led and undercover operations.

Syndicated and Organised Crime

  • Target personalities and activities associated with syndicated or organised crime.
  • Strengthen the exchange of intelligence with other law enforcement agencies to identify and target cross-boundary and transnational syndicated or organised crime.

Crime Proceeds and Money Laundering

  • Take proactive measures to investigate and confiscate proceeds of crime.
  • Target and investigate money laundering activities.

DANGEROUS DRUGS

Trafficking

  • Enhance cooperation with other law enforcement agencies to interdict the flow of illicit drugs into Hong Kong.
  • Target drug traffickers, especially those exploiting young persons and juveniles.
  • Take proactive measures to investigate and confiscate proceeds of drug trafficking.

Abuse by Students and Juveniles

  • Promote awareness and prevent the abuse of psychotropic drugs by students and juveniles through a multi-agency and community-based approach.

QUICK CASH CRIME

  • Target criminal groups involved in deception, particularly telephone, Internet and social media deception.
  • Ensure strategic deployment of resources to problem areas and take proactive measures against emerging quick cash crime trends.
  • Promote public awareness and secure community support to prevent quick cash crime.

CYBER SECURITY AND TECHNOLOGY CRIME

  • Promote public awareness of computer and cyber security as well as the risks associated with the Internet and social media through a multi-agency approach.
  • Enhance cooperation with other law enforcement agencies to target technology crime.
  • Strengthen coordination and sharing of expertise in handling and investigating technology crime.

PUBLIC SAFETY

Public Events

  • Enhance public understanding of and support for the roles and responsibilities of the Police in maintaining public order and public safety for the community.
  • Engage organisers, media and other stakeholders of public eventsto enhance mutual understanding and enlist their support.
  • Ensure public order and safety of public events through effective planning, communication and execution.

Road Safety

  • Reduce fatal and serious accidents through a multi-agency approach.
  • Deter drink driving, drug driving, speeding and illegal road racing.
  • Promote pedestrian safety, with particular emphasis on the elderly and safe cycling.

Major Incidents and Disasters

  • Ensure preparedness for rescue phase of major incidents and disasters by conducting regular multi-agency exercises to test and improve contingency plans.
  • Enhance recovery phase capability to ensure timely completion of on-site police action and release of affected areas.

TERRORISM

Prevention

  • Strengthen CT intelligence to ensure Force readiness.
  • Enhance the protection of critical infrastructure and sensitive premises.

Preparedness

  • Conduct regular training and multi-agency exercises to test and improve contingency plans.

Response

  • Deploy counter-terrorist resources strategically to ensure a timely, effective and coordinated response.
