  • General Conditions / Requirements for Road Event Permits

  • The event shall be conducted at the date, time and route as specified in the application form;
  • The number of participants shall not exceed that as specified in the application form;
  • Sufficient number of marshals and supervisors shall be provided and each marshal shall wear a suitable identification clothings;
  • Participants shall be briefed that whilst racing, they shall exercise extreme caution at all times, and shall comply with the Road Traffic Ordinance, Chapter 374, Laws of Hong Kong and not get into the cycle tracks without permission;
  • Competitors, officials and marshals shall ensure the safety of themselves and all other road users during the event;
  • Appropriate signs shall be placed along the route or at road crossing points to forewarn participants;
  • Participants, officials or marshals shall at all times obey directions of police officers in uniform at scene;
  • Check points shall be located off the main roads in a position not to endanger competitors’ safety and not causing obstruction to normal vehicular or pedestrian traffic flow;
  • Check points shall be stationed with qualified and sufficient first-aiders / life guards with medical facilities to deal with accidents and injuries along the route; 
  • Position of medical facilities and communication procedures shall be briefed to all first-aiders, life guards and marshals before the event; and
  • The event shall be cancelled upon inclement weather, with reference to the warning signals issued by the Hong Kong Observatory before and during the event.
  • Notes to Organizers

  • Permissions should be obtained separately, where applicable, from the appropriate authorities such as:-

    • The Director of Marine for a permit for racing event under section 87 of the Merchant Shipping (Local Vessels) (General) Regulation, Chapter 548F, Laws of Hong Kong;
    • The Commissioner for Transport, for the use of private road or the closure of any public road on the agreed routes;
    • The Chief Officer of Licensing Authority under the Home Affairs Department for Amusement with Prizes Licence under the Gambling Ordinance, Chapter 148, Laws of Hong Kong; and
    • The Director of Food and Environmental Hygiene to hold the event as required by the Places of Public Entertainment Ordinance, Chapter 172, Laws of Hong Kong.
  • Any approved permit may be subject to cancellation and conditions may be requested to alter, remove or supplement if the situation warrants.
