The Good Citizen Award (GCA) scheme was introduced in 1973 to recognize individuals with contribution to the fighting of crime. Monetary awards funded by the Hong Kong General Chamber of Commerce (HKGCC) are given to members of the public who are recommended by the Police and render positive assistance to the Police in prevention or detection of crime, or in the apprehension of criminals. In 1984, an additional award, the Good Citizen of the Year Award (GCYA), was established to laud the ‘Best Good Citizen’ of the year.

The objectives of scheme are to encourage members of the public to report crime to the Police, to be prepared to act as witnesses and to help others when appropriate.

A presentation ceremony annually for GCA winners. GCYA will be presented to the nominee with exceptional performance of the year.

Good Citizen Award (GCA)

As a general rule, to qualify for a GCA the following criteria must be met:

  • the nominee must have acted with bravery and courage to assist the Police or other member(s) of the public; in preventing or detecting a crime or in apprehending the culprit(s) in the case(s) where there is an intent or an attempt to commit a crime; or in protecting of life; and
  • the degree of assistance rendered must have been material and of substantial value.

Good Citizen of the Year Award (GCYA)

The basic criteria for a GCYA is the same as for a GCA but the nominee must have acted with:

  • exceptional bravery or courage;
  • great resourcefulness; or
  • outstanding initiative.

Good Citizen Alliance

In 2021, GCA added a new concept of ‘Good Citizen Alliance’. The thematic design for ‘Good Citizen Alliance’ is based on the idea of four superheroes: purple for wisdom; green for activeness; red for alertness and pink for calmness. They bear the mission to call everyone to embrace the four traits and be a ‘Good Citizen’.

‘The Good Citizen Alliance’ is formed up by a group of good citizens with these traits. They come from all walks of life to fight crime and their synergy brings positivity to the society.
