Bilateral meeting between HK and Mainland Police

Hong Kong Police and their Mainland counterparts will continue to strengthen the exchange of criminal intelligence and co-operation in the investigation of money laundering activities.

The remarks was made by the Commissioner of Police, Mr Lee Ming-kwai, today (November 23) following the conclusion of the 15th Bilateral Meeting between the Hong Kong Police and the Ministry of Public Security authorities from November 20 to 23.

The Commissioner led a eight-member delegation with officers from various departments in the Force to meet representatives from the Ministry of Public Security in Beijing, the Shanghai Public Security Bureau and the Guangdong Public Security Department.

ˇ§We had reviewed the progress and effectiveness of the co-operation between the Hong Kong Police and our Mainland counterparts in the past year. The discussion covered a wide range of activities such as cross-boundary crimes, trafficking of drugs, triad activities, smuggling, illegal off-course betting, commercial crime, technology crime and illegal immigration,ˇ¨ Mr Lee said.

ˇ§Both parties are satisfied with the progress and achievements made in these areas in the past year,ˇ¨ he said.

On further co-operation between Hong Kong Police and their Mainland counterparts, Mr Lee said both sides had agreed to strengthen the exchange of criminal intelligence and co-operation in the investigation of money laundering activities.

ˇ§We will use successful examples as case studies for our officers. By doing so, I hope we can enhance the performance and skills of our colleagues,ˇ¨ Mr Lee said.

Turning to training, Mr Lee said the Hong Kong Police College, the Chinese Peopleˇ¦s Public Security University, Guangdong Police Officers College would further enhance their student exchange programme with emphases on policing work.

ˇ§In addition, we will exchange our police instructors/ lecturers to provide further assistance in the training of both sides. We also agree to arrange special training on the use of firearms as well as negotiation skills,ˇ¨ Mr Lee added.

Mr Lee concluded that the meeting had achieved good results and it helped the both sides to reach strategic approach in the mutual co-operation for the next few years.
