Special traffic arrangements for parade in Kowloon City

Police will implement special traffic arrangements to facilitate the holding of a parade in Kowloon City on June 30 (Saturday).

The following traffic arrangements will be implemented until the completion of the event at about 6.30 pm and crowd situation resumes normal:

A. Phase 1 - Bus diversion (from 1 pm)

The following arrangements will be implemented from 1 pm:

1. After the last franchised bus entered eastbound Nga Tsin Wai Road from the junction at Junction Road, other franchised buses travelling along eastbound Nga Tsin Wai Road will be diverted into southbound College Road or northbound Inverness Road;
2. After the last franchised bus entered eastbound Nga Tsin Wai Road, other franchised buses traveling along Prince Edward Road West into Grampian Road will not be permitted to turn right into eastbound Nga Tsin Wai Road and will be diverted to go ahead into northbound Grampian Road; and
3. All franchised bus stops and green minibus (GMB) stands along the closed area of eastbound Nga Tsin Wai Road will be suspended.

B. Phase 2 - Road closure (from 1.15 pm)

The following road closure will be implemented at about 1.15 pm on the completion of Phase 1 arrangements:

1. A section of eastbound Nga Tsin Wai Road between Hau Wong Road and Tak Ku Ling Road will be closed while westbound Nga Tsin Wai Road will remain opened;
2. Both directions of Carpenter Road between Hau Wong Road and Tak Ku Ling Road will be closed while eastbound Carpenter Road will be reserved as an emergency vehicle access route. Vehicles traveling along eastbound Carpenter Road will be diverted into southbound Lion Rock Road, except those vehicles entering the car park of Kowloon City Plaza;
3. All vehicles will not be allowed to enter eastbound Nga Tsin Wai Road from the junction of Hau Wong Road. Vehicles traveling along eastbound Nga Tsin Wai Road must turn left into northbound Hau Wong Road;
4. Northbound traffic of Hau Wong Road can only turn left into westbound Nga Tsin Wai Road and Carpenter Road respectively.
5. Northbound traffic of Nga Tsin Long Road must turn left into westbound Nga Tsin Wai Road. The section of Nga Tsin Long Road between Carpenter Road and Nga Tsin Wai Road will be closed;
6. All traffic along westbound Nga Tsin Wai Road will not be permitted to turn right into northbound Lung Kong Road and Nam Kok Road respectively. The section of Nam Kok Road between Carpenter Road and Nga Tsin Wai Road will be closed;
7. Northbound traffic of Lung Kong Road must turn left into westbound Nga Tsin Wai Road. The section of Lung Kong Road between Carpenter Road and Nga Tsin Wai Road will be closed;
8. The section of South Wall Road between Carpenter Road and Nga Tsin Wai Road will be closed;
9. Southbound traffic of Tung Tsing Road will not be permitted to turn right into westbound Lok Sin Road towards Carpenter Road; and
10. The public light bus stand at Lung Kong Road will be suspended.

Depending on the crowd and traffic situation, the following traffic diversions may be implemented:

1.All Traffic along eastbound of Prince Edward Road West will not be allowed to turn left into northbound of Hau Wong Road and Lung Kong Road respectively;
2. Southbound traffic of Tung Tsing Road must turn left into eastbound Lok Sin Road;
3. Traffic along westbound Lok Sin Road will be diverted into northbound Tung Tsing Road including franchised buses; and
4. All franchised bus stops and GMB stands along the closed area of southbound Sa Po Road and westbound Nga Tsin Wai Road will be suspended.

C. Suspension of parking meters

The metered parking spaces on the following roads will be temporarily suspended between 9 am and 6.30 pm:

1. The section of Fuk Lo Tsuen Road between Prince Edward Road West Road and Carpenter Road;
2. The section of Lion Rock Road between Prince Edward Road West and Carpenter Road;
3. The section of Hau Wong Road between Prince Edward Road West and Carpenter Road;
4. The section of Nga Tsin Long Road between Prince Edward Road West and Carpenter Road;
5. The section of Nam Kok Road between Prince Edward Road West and Carpenter Road;
6. The section of Lung Kong Road between Prince Edward Road West and Carpenter Road;
7. The section of South Wall Road between Prince Edward Road West and Carpenter Road; and
8. The section of Tak Ku Ling Road between Nga Tsin Wai Road and Carpenter Road.

D. Emergency Vehicle Access Routes

The eastbound carriageway of Carpenter Road will be retained as an emergency access route for emergency vehicles during the period of road closure.

E. Hotel access

Vehicular access to and from hotels within the affected area will not be permitted if necessary. Vehicles heading for Regal Oriental Hotel Hong Kong on Sa Po Road will be allowed to set down passengers at the nearside lanes of Lok Sin Road and Tung Tsing Road only.

F. Car park access

Vehicular access to car parks within the affected areas will not be permitted from 1.15 pm until the road closures are lifted at about 6.30 pm.

G. On-street parking

Between 8 am and 6.30 pm, all on-street parking spaces between Junction Road and Tak Ku Ling Road in the southern area of Carpenter Road and northern area of Prince Edward Road West will be suspended. In addition, the motorcycle parking spaces and the disabled parking spaces within this area will also be suspended. Any illegally parked vehicles will be towed away.

H. Public transport

All franchised bus stops and GMB stops along eastbound Nga Tsin Wai Road and Tak Ku Ling Road will be suspended. Bus stops will be re-located to Inverness Road, Dumbarton Road and Tung Tau Tsuen Road. Depending on the crowd situation, the bus stops and GMB stops along westbound Nga Tsin Wai Road may also be suspended.

Motorists are urged to take heed of traffic signs at the scene and instructions by Traffic Police.
