Traffic arrangements for soccer matches in Happy Valley
Police will implement special traffic arrangements in Happy Valley to facilitate the public to attend soccer matches held at the Hong Kong Stadium on July 24 and 27.
Arrival Phase- Phase I

A. Traffic diversions
The following road diversions will be implemented at 4.30 pm onwards or as necessary:
(1) A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one-way southbound (an anti-clockwise system); and
(2) A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound (an anti-clockwise system).
B. Road Closure
(1) A section of both bounds Caroline Hill Road between Cotton Path and Leighton Road/ Pennington Street will be closed. (except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed).
C. Passenger alighting arrangements
- The drop-off zones for coaches will be at the southern kerbside of Caroline Hill Road outside South China Athletic Association (southern side) or at the northern kerbside of Eastern Hospital Road opposite to Tung Wah Eastern Hospital;
- The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road at the eastern side of the Stadium main entrance; and
- The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road at the eastern side of the Stadium. Private cars are not allowed to drop off outside the main entrance of the Stadium.
Arrival Phase- Phase II

A. Traffic diversions
The following road diversions will also be implemented if necessary:
(1) Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
(2) Traffic from Link Road downhill to northbound Caroline Hill Road must turn left onto westbound Leighton Road;
(3) A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
(4) Traffic on eastbound Hysan Avenue will be permitted to turn right onto Hoi Ping Road;
(5) Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
(6) Vehicles leaving the Lee Garden must turn left to Hysan Avenue;
(7) A section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound if the situation warrants. Then vehicular traffic at Lan Fong Road must turn right onto Lee Garden Road and to Percival Street via Foo Ming Street; and
(8) All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the off-lane of eastbound Leighton Road to Caroline Hill Road.
B. Road Closure
The following road closure will also be implemented if necessary:
(1)A section of Hysan Avenue westbound between Hoi Ping Road and Sunning Road.
Arrival Phase- Phase III

A. Traffic diversions
The following road diversion will also be implemented if necessary:
(1) All vehicles heading for Hong Kong Stadium may be permitted to turn right from the offiside lane of Leighton road eastbound to Caroline Hill Road.
Departure Phase

The following measures will be implemented near the end of the event at around 10.05 pm or as necessary:
(1) Caroline Hill Road will be closed to all traffic. Before the crowd dispersal, vehicles may be permitted to exit South China Athletic Association car parks, EMSD (western entrance / exit) and CAS Headquarters by turning right onto Caroline Hill Road northbound. Vehicles may also be permitted to exit from EMSD eastern entrance / exit by turning left into Caroline Hill Road northbound;
(2) Eastern Hospital Road between Caroline Hill Road and Cotton Path will be closed to all traffic. Before the crowd dispersal, vehicles may be permitted to exit buildings on this road by turning right into Eastern Hospital Road northbound;
(3) Only coaches will be allowed to enter the Stadium proximity via southbound Caroline Hill Road for stacking purpose. The stacking area for these coaches will be same as the drop off zone. In addition, Eastern Hospital Road and Eastern Hospital Service Road near Buddhist Wong Fung Ling College will also be allowed as stacking zones;
(4) Vehicles will be banned from entering Caroline Hill Road for Link Road at Leighton Road / Caroline Hill Road;
(5) During the crowd dispersal, the whole Caroline Hill Road, and Eastern Hospital Road between Stadium Path and Tung Lo Wan Road may be closed to vehicular traffic by Police to facilitate the dispersal of very large crowds should the situation so warrant;
(6) Where large crowds are expected, consideration may be given to closing the whole of Leighton Road. In such cases, westbound traffic from Causeway Road will be directed to Irving Street. Eastbound traffic from Morrison Hill Road will be diverted via Canal Road West. Southbound traffic from Percival Street must turn right into westbound Leighton Road and southbound traffic from Canal Road East will be banned from turning left onto Leighton Road;
(7) Link Road northbound downhill will be closed if necessary, except for vehicles heading for Link Road No. 1A, 3, 5 and 7; and
(8) Hoi Ping Road may be closed.
Traffic arrangements throughout the event

I. Learner drivers prohibition
The following roads will be prohibited to all learner drivers between 2.30 pm and 11.30 pm:
(a) Westbound Leighton Road;
(b) Percival Street south of Hennessy Road;
(c) Caroline Hill Road;
(d) Link Road;
(e) Stadium Path;
(f) Cotton Path;
(g) Eastern Hospital Road;
(h) A slip road adjacent to Eastern Hospital Road; and
(i) Hysan Avenue.
In addition, learner drivers will not be allowed to enter Tung Lo Wan Road from Causeway Road.
II. Parking spaces
All on-street car parking spaces on the following roads will be suspended between 2.30 pm and 11.30 pm:
(a) Stadium Path;
(b) A section of northbound Caroline Hill Road between Stadium Path and Cotton Path;
(c) A slip road adjacent to Eastern Hospital Road;
(d) Yun Ping Road; and
(e) Hoi Ping Road.
Any vehicles found illegally parked within the precinct of the above affected areas will be towed away without prior notice.
