Crowd management and traffic arrangements during Halloween in Lan Kwai Fong

Police will implement crowd control measures and special traffic arrangements in Lan Kwai Fong from October 30 to November 1 to facilitate the public to celebrate the Halloween.

A Police spokesman urged members of the public to refrain from bringing or discharging aerosol spray in the vicinity as it may be hazardous to people nearby.

The spokesman said as large crowds are expected in the area on those days, Police would implement, if necessary, a queuing system and road closure for public safety and order.

When the queuing system is implemented, people wishing to enter the Lan Kwai Fong area will be directed to queue up along Wellington Street. When the queue extends further, people will be directed to enter Stanley Street, leading up to Cochrane Street. Depending on the build up of crowds emerging from the Central MTR exits, the queue may have to be extended using the pavements of Queen's Road Central, Theatre Lane and Des Voeux Road Central.

"As large number of people are expected, those wishing to enter the Lan Kwai Fong area may have to wait to gain access," the spokesman said.

Those with restaurant bookings are advised to arrive at their venues as early as they have to join the queue once the queuing system is implemented.

Parents are advised not to bring small children into the area.

"Crowd management measures are designed and implemented to create a safe environment in which the public can have a safe and pleasant time," the spokesman said.

Participants are urged to follow the directions of Police officers and be cooperative to maintain a safe environment.

Special traffic arrangements to be implemented are as follows:

Pedestrianisation

The special pedestrian precinct will be implemented in the section of D'Aguilar Street between Wyndham Street and Wellington Street, Lan Kwai Fong, Wing Wah Lane and Wo On Lane from 6pm on October 30 to 4am on October 31 and from 5pm on October 31 to 4am on November 1.

Road Closure
------------

The following roads will be closed in phases from 6pm onwards on October 30 and 5pm onwards on October 31:

Phase I - Normal traffic flow.

Phase II
(a) The section of D'Aguilar Street between Wyndham Street and Wellington Street;
(b) Lan Kwai Fong;
(c) Wing Wah Lane;
(d) Wo On Lane; and
(e) the section of Wellington Street between Wyndham Street and D'Aguilar Street.

Phase III
(a) implementation of road closure in Phase II; and
(b) the section of D'Aguilar Street between Queen's Road Central and Wellington Street;
(c) When the whole of D'Aguilar Street becomes congested with people, the crowds will be directed to queue up along Wellington Street, Pottinger Street, Stanley Street, D'Aguilar Street and Queen's Road Central. The whole of D'Aguilar Street will then be closed.

Phase IV - A section of Wyndham Street between Glenealy and Queen's Road Central will be closed to facilitate the dispersal of crowd.

Suspension of on-street parking, Green Minibus (GMB) stand and bus stop

The motorcycle parking spaces at Stanley Street near D'Aguilar Street and at On Lan Street will be suspended between 5pm on October 30 to 6am on November 1.

The GMB stand at Wellington Street between Wyndham Street and D'Aguilar Street will also be suspended from 6pm on October 30 to 6am on October 31 and from 5pm on October 31 to 6am on November 1.

All bus stops at D'Aguilar Street between Queen's Road Central and Wellington Street will be suspended from 6pm on October 30 to 6am on October 31 and from 5pm on October 31 to 6am on November 1.

All vehicles parked illegally will be towed away without prior notice.
