Special traffic arrangements in Happy Valley

Police will implement special traffic arrangements in Happy Valley to facilitate a religious event to be held at the Hong Kong Stadium today (November 28) and tomorrow (November 29).

The following special traffic arrangements will be put into effect by phases starting at 4.30pm today; and 8.30am and 2pm respectively tomorrow:

Phase I

(A) Traffic Diversion

1. A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound; and
2. A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound.

(B) Road Closure

A section of Caroline Hill Road (both directions) between Cotton Path and the junction of Leighton Road and Pennington Street will be closed (except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed).

1. The drop-off zone for coaches will be at the western kerbside of Caroline Hill Road near Cotton Path and the western kerbside of northbound Eastern Hospital Road near Cotton Path.
2. The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road at the eastern side of the Stadium main entrance.
3. No private car is allowed to drop off outside the main entrance of the Stadium. The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road at the eastern side of the Stadium.

Phase II

(A) Traffic Diversion

1. Same as Phase I; and
2. Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
3. Traffic from Link Road downhill to Caroline Hill Road northbound must turn left to westbound Leighton Road;
4. A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
5. Traffic cones will be laid on eastbound Hysan Avenue to facilitate two lanes of traffic to turn right into Hoi Ping Road;
6. Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
7. Vehicles leaving the Lee Garden must turn left to Hysan Avenue; and
8. Depending on traffic situation, traffic on Lan Fong Road may not be allowed to turn left into southbound Lee Garden Road and will be diverted via northbound Lee Garden Road, Foo Ming Street and Percival Street.

(B) Road Closure

1. Same as Phase I; and
2. A section of westbound Hysan Avenue between Hoi Ping Road and Sunning Road will be closed.

Same as Phase I.

Phase III

(A) Traffic Diversion

1. Same as Phase II; and
2. All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of eastbound Leighton Road to Caroline Hill Road.

(B) Road Closure

Same as Phase II.

Departure Phase

Towards the end of the event, the following measures may be implemented at 9.05pm today; and 12.35pm and 6.20pm respectively tomorrow to facilitate the dispersal of the crowds:

1. Caroline Hill Road will be closed to all traffic;

2. A section of Eastern Hospital Road between Caroline Hill Road and Cotton Path will be closed to all traffic;

3. Only coaches with the event car permits or route 117R buses will be allowed to enter the Stadium proximity via southbound Caroline Hill Road before the road closure for stacking purpose. The stacking area for these coaches and buses will be same as the drop off zone. In addition, Eastern Hospital Road and Eastern Hospital Service Road near Buddhist Wong Fung Ling College will also be allowed as stacking zones;

4. Vehicles will be banned from entering Caroline Hill Road for Link Road at the junction of Leighton Road and Caroline Hill Road;

5. During the crowd dispersal, the whole Caroline Hill Road, and a section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road may be closed to vehicular traffic by Police to facilitate the dispersal of very large crowds should the situation so warrant;

6. Where large crowds are expected, consideration may be given to closing the whole of Leighton Road. In such cases, westbound traffic from Causeway Road will be directed to Irving Street. Eastbound traffic from Morrison Hill Road will be diverted via Canal Road West. Southbound traffic from Percival Street must turn right into westbound Leighton Road and southbound traffic from Canal Road East will be banned from turning left onto Leighton Road;

7. Northbound Link Road downhill will be closed if necessary, except for vehicles heading for Link Road No. 1, 3, 5 and 7; and

8. Hoi Ping Road may be closed.

Learner Drivers Prohibition (from 3.30pm to 11pm today and from 7.30am to 8.15pm tomorrow)

(A) Learner drivers will be prohibited to use the following roads:

1. Leighton Road;
2. Wong Nai Chung Road;
3. Morrison Hill Road;
4. Canal Road;
5. A section of Hennessy Road between Tin Lok Lane and East Point Road;
6. Yee Wo Street;
7. Percival Street;
8. Caroline Hill Road;
9. Link Road;
10. Stadium Path;
11. Cotton Path; and
12. Eastern Hospital Road and Eastern Hospital Service Road.

(B) Learner drivers will be prohibited to enter Tung Lo Wan Road from Causeway Road.

Suspension of parking spaces (from 3.30pm to 11pm today and from 7.30am to 8.15pm tomorrow)

All on-street car parking spaces in the following roads will be suspended:

1. Stadium Path;
2. Northbound Caroline Hill Road (between Stadium Path and Cotton Path);
3. Eastern Hospital Service Road;
4. Yun Ping Road; and
5. Hoi Ping Road (including the four disabled parking spaces).

Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed without further notice.
