Traffic arrangements for Lunar New Year Fairs

Police will implement special traffic arrangements and crowd management measures in various districts to facilitate members of the public going to the Lunar New Year Fairs.

A Police spokesman said the primary objective of those measures was to ensure public safety.

He also said that Police would not tolerate troublemakers whose act would cause danger to themselves and other members of the public.

"Police will issue verbal advice and warnings to troublemakers and take enforcement actions when they do not take heed of these advice and warnings."

Member of the public were also reminded that they should avoid discharging aerosol spray in crowded places as it would cause a potential danger to the public.

Anyone who discharges fireworks will be arrested.

"For the sake of their own safety, fair-goers should be considerate, courteous, patient and exercise restraint especially in crowded places," he appealed.

Fair-goers should pay attention to the directional signs erected and also follow instructions given by Police officers. If situation so warrants, Police may direct fair-goers from crowded places and implement a queuing system.

Fair-goers should also take good care of their personal property and their accompanying children and elderly.

Members of the public should not hesitate to report crimes and missing person cases to report centres or duty Police officers at the scene.

Turning to the traffic arrangements, the spokesman urged the public to make full use of public transport.

As a number of roads will be closed, motorists were requested to avoid going to Causeway Bay if possible.

He warned illegal parking and waiting would be severely dealt with.

"Vehicles illegally parked will be towed away without prior notice," he added.

He also reminded MTR passengers not to use MTR stations as meeting places and not to bring metallic balloons.

"Public pay phones inside busy MTR stations will be suspended," the spokesman said, adding that some entrances/exits in some busy MTR stations would be closed or changed to one-way IN or one way OUT.

"This is especially so in Causeway Bay and Tin Hau MTR Stations in the Lunar New Year's Eve," the spokesman added.

"Passengers should follow directional signs put up at those entrances/exits and inside the MTR stations, and should at all times follow instructions of Police officers and MTRC staff," he noted.

Victoria Park
-------------

(A) The following roads may be closed depending on the crowd and traffic situation between January 20 and 24:

1. Lockhart Road east of Percival Street;
2. Jaffe Road east of Percival Street;
3. Cannon Street;
4. Paterson Street;
5. Great George Street;
6. Sugar Street;
7. Cleveland Street between Gloucester Road and Kingston Street;
8. Kingston Street;
9. Northbound and southbound Gloucester Road between Causeway Road and Causeway Bay Flyover (northbound Tai Hang Flyover will remain open unless the crowd situation warrants the closure); and
10. If necessary, Hing Fat Street between Causeway Road and Lau Sin Street will be made restricted zones to all vehicles except franchised buses and green mini-buses.

(B) The following traffic arrangements will be implemented from January 20 to 22:

Pedestrianisation (from 4pm to midnight):

1. Lockhart Road east of Cannon Street;
2. East Point Road; and
3. Great George Street west of Paterson Street.

Suspension of parking spaces:

All public parking spaces will not be affected between January 20 and 22.

(C) The following traffic arrangements will be implemented from January 23 to 24:

Pedestrianisation (from 4pm to 4am the following day):

1. Lockhart Road east of Cannon Street;
2. East Point Road; and
3. Great George Street west of Paterson Street.

Suspension of parking spaces:

Hing Fat Street Public Carpark parking spaces will be suspended from 2pm on January 23 to 9am on January 26 for use by emergency services vehicles. Disabled parking spaces will remain open.

(D) The following traffic arrangements will be implemented on January 25:

Pedestrianisation (from noon on January 25 to 7am on January 26):

1. Lockhart Road east of Cannon Street;
2. East Point Road;
3. Great George Street west of Paterson Street;
4. Pak Sha Road pedestrianisation zone;
5. Yun Ping Road between Lan Fong Road and Kai Chiu Road;
6. Kai Chiu Road; and
7. Lee Garden Road between Hennessy Road and Pak Sha Road.

Suspension of parking spaces:

Hing Fat Street Public Carpark parking spaces will be suspended from 2pm on January 23 to 9am on January 26 for use by emergency services vehicles. Disabled parking spaces will remain open. In addition, all on-street public parking spaces at the following locations will also be suspended between 9am on January 25 and 9am on January 26:

1. The closed roads as mentioned above;
2. Tung Lo Wan Road;
3. A section of Lockhart Road between Canal Road and Cannon Street;
4. A section of Jaffe Road between Canal Road East and Cannon Street;
5. Yun Ping Road; and
6. Tsing Fung Street.

(E) The following special traffic arrangements will be implemented on January 25 by stage:

Stage I (from 3.30pm and as necessary)

Road Closures:
1. Sugar Street; and
2. Gloucester Road U-turn slip road between Sugar Street and Yee Wo Street.

Suspension of PLB stand and taxi stand:
1. The PLB stand at Sugar Street and Paterson Street will be suspended from 3.30pm on January 25 until further notice.
2. Taxi stands at Paterson Street near Great George Street, Jaffe Road near Percival Street, Lockhart Road near Cannon Street, Lau Li Street, Ngan Mok Street and Electric Road will be suspended from 3.30pm on January 25 until further notice.

Stage II (from 5pm and as necessary)

Road Closure:
1. Cleveland Street;
2. Kingston Street;
3. Paterson Street;
4. Great George Street between Paterson Street and Gloucester Road;
5. The kerbside lane of Inner Gloucester Road between Gloucester Road Service Road and Cannon Street;
6. Jardine's Bazaar and the Inner lane of Pennington Street between Irving Street and Yee Wo Street;
7. Inner lane of westbound Hennessy Road between Jardine's Bazaar and Lee Garden Road;
8. The inner lane of eastbound Hennessy Road and Yee Wo Street between Lee Garden Road and East Point Road will be closed for vehicular traffic; and
9. A section of Electric Road between Yacht Street and Park Tower (except franchised buses, local residents, Police and Food and Environmental Hygiene Department vehicles).

Traffic Restrictions:

The following roads will be closed to all vehicles (except franchised buses, public light buses and trams) between 7pm on January 25 and 8am on January 26:

1. A section of eastbound Hennessy Road between Percival Street and East Point Road;
2. A section of eastbound Yee Wo Street;
3. A section of westbound Causeway Road between King's Road and Moreton Terrace;
4. Westbound Yee Wo Street;
5. Westbound Hennessy Road between Jardine's Bazaar and Pervical Street; and
6. Irving Street at westbound Leighton Road junction, excluding vehicles to Regal Hong Kong Hotel.

Learner drivers will be banned from using the following roads from 5pm on January 25 to 8am on January 26:

1. Leighton Road (except westbound carriageway between Percival Street and Wong Nai Chung Road);
2. Tin Lok Lane;
3. Caroline Hill Road;
4. Eastern Hospital Road;
5. Tai Hang Road north of Lai Tak Tsuen Road;
6. Tung Lo Wan Road;
7. Electric Road south of Gordon Road;
8. Morrison Hill Road north of Queen's Road East;
9. Hennessy Road;
10. Yee Wo Street;
11. Causeway Road;
12. King's Road;
13. Inner Gloucester Road;
14. Hing Fat Street;
15. Westbound Tin Hau Temple Road west of Cloud View Road; and
16. Eastbound Wan Chai Road.

Re-routing:

1. Lau Li Street will be re-routed one-way westbound between Electric Road and Hing Fat Street with no access for public light buses from 6pm.

Green-minibus (GMB) and PLB arrangement:

1. PLBs travelling along westbound Causeway Road will be diverted to westbound Leighton Road and Hennessy Road via Tin Lok Lane; and
2. GMB routes No. 10,11 and 31 originally terminated at Jaffe Road near Percival Street will be terminated at the temporary GMB stand at eastbound Jaffe Road between Canal Road East and Percival Street.

Tram Stop arrangement:

The following tram stops will be suspended:
1. Yee Wo Street opposite Sugar Street and Paterson Street on both directions;
2. Causeway Road near Shelter Street on both directions; and
3. Causeway Road outside Central Library on both directions.

Stage III (from 8pm and as necessary)
------------------------------------

Further Road Closures:

1. Lockhart Road east of Percival Street;
2. Jaffe Road east of Percival Street;
3. Cannon Street; and
4. Shelter Street.

Further Traffic Restrictions:

Vehicles (except franchised buses) on Tin Lok Lane will be diverted to turn left at its junction with Hennessy Road; and

GMB and PLB arrangement:

PLBs may be banned from entering westbound Causeway Road when necessary. They will be diverted to Tung Lo Wan Road, Moreton Terrace and Leighton Road for Wan Chai and Central area.

Phase IV (from 9pm and as necessary)
------------------------------------

Further Road Closures:

1. The left-most lane of westbound Causeway Road between King's Road near Queen's College and Moreton Terrace;
2. Southbound Gloucester Road between Causeway Road and the down ramp of Causeway Bay Flyover;
3. Southbound Tai Hang Road Flyover;
4. Northbound Tai Hang Road Flyover towards Central; and
5. Southbound Percival Street between Gloucester Road and Hennessy Road. Eastbound traffic of Lockhart Road and Jaffe Road must turn left at its junction with Percival Street.

Further Traffic Restrictions:

1. Hing Fat Street between Causeway Road and Lau Li Street will be closed to all traffic except franchised buses and green minibuses; and
2. Traffic along Moreton Terrace may not be permitted to turn right into eastbound Causeway Road.

Re-Routings:

1. A western section of Percival Street between Jaffe Road and Lockhart Road will be re-routed to southbound traffic.

Cheung Sha Wan
--------------

The following traffic measures will be implemented from 8am on January 24 to 8am on January 26 to facilitate a Lunar New Year Flower Fair to be held in Cheung Sha Wan Playground:

(A) Traffic Diversion:
The section of Fat Tseung Street from Lai Chi Kok Road to Cheung Sha Wan Road will be re-routed as one-way traffic and will be limited to franchised buses and vehicles for loading and unloading purposes only.

(B) Suspension of parking:
- All metered parking spaces on Hang Cheung Street will be suspended; and
- Vehicles will only be allowed to drop off and pick up passengers on Fortune Street and Hang Cheung Street. No waiting is allowed and parking will be strictly prohibited.

(C) Temporary relocation of bus stop:
The bus stop on Cheung Sha Wan Road outside Cheung Sha Wan Playground will be temporarily set back by five metres from 8am on January 19 to 8am on January 24, and it will be relocated to Cheung Sha Wan Road near Hing Wah Street from 8am on January 24 to 8am on January 26.

Fa Hui Park
-----------

The special traffic arrangements to be implemented to facilitate the Lunar New Year Fair at Fa Hui Park are as follows:

(A) Temporary loading and unloading point

- A loading and unloading point will be set up at Tong Yam Street near the junction with Tai Hang Tung Road from 2pm on January 25 to 7am on January 26.

(B) Temporary suspension of bus stops

- The bus stops along the following roads will be temporarily suspended from 6pm on January 24 to 6am on January 25 and from 2pm on January 25 to 7am on January 26:

(i) Eastbound Boundary Street outside Fa Hui Park;
(ii) Eastbound Boundary Street outside Hong Kong Police Sports and Recreation Club;
(iii) Tai Hang Tung Road near Tat Chee Avenue;
(iv) Tat Chee Avenue near Osmanthus Road;
(v) Northbound Embankment Road; and
(vi) No.191 Prince Edward Road West.

(C) Temporary suspension of minibus stands

- The minibus stands along the following roads will be temporarily suspended from 6pm on January 24 to 6am on January 25 and from 2pm on January 25 to 7am on January 26:

(i) Boundary Street outside Fa Hui Park;
(ii) Boundary Street outside Hong Kong Soka Gakkai Institution;
(iii) Tai Hang Tung Road near Tat Chee Avenue;
(iv) Tat Chee Avenue near Osmanthus Road;
(v) Northbound Embankment Road; and
(vi) No.191 Prince Edward Road West.

(D) Temporary taxi stand

- A temporary taxi stand will be set up at Cumberland Road near junction of Boundary Street from 3pm on January 24 to 8am on January 26.

(E) Temporary suspension of parking spaces and motorcycle parking spaces

- The parking spaces and motorcycle parking spaces along the following roads will be temporarily suspended from 3pm on January 24 to 8am on January 26:

(i) Tong Yam Street;
(ii) Duke Street between Embankment Road and Knight Street;
(iii) Knight Street near the junction with Duke Street;
(iv) Belfran Road; and
(v) Lincoln Road between Cumberland Road and Waterloo Road.

(F) Road Closure

The following road closure will be implemented from 6pm on January 24 to 4am on January 25 and from 2pm on January 25 to 7am on January 26:

- Vehicles along westbound Lincoln Road will not be allowed to turn left into Cumberland Road; and
- The cul-de-sac section of Dianthus Road east of Tat Chee Avenue will be closed.

Kwun Tong
---------

The special traffic arrangements to facilitate the Lunar New Year Fair at Kwun Tong Recreation Ground are as follows:

1. Fuk Tong Road and Kai Lim Road will be closed from 6pm on January 25 to 3am on January 26;

2. The bus stops on northbound and southbound Tsui Ping Road near Fuk Tong Road will be suspended from 6pm on January 25 to 3am on January 26;

3. The northernmost bus lay-by of Kwun Tong MTR Station Bus Terminus will be closed from 7.30pm on January 25 to 3am on January 26 and the bus stops for cross harbour buses will be relocated to the second and third southernmost bus lay-by; and

4. All metered parking spaces, motorcycle parking spaces and parking spaces for the disabled and cross harbour taxi stand at Kai Lim Road will be suspended from 6pm on January 25 to 3am on January 26.

Tseung Kwan O
-------------

The following temporary traffic arrangements will be implemented to facilitate the Lunar New Year Fair at Po Hong Park:

Suspension of parking spaces:

All parking spaces at the section of Wan Lung Road between Po Hong Road and Wang Hang Road will be suspended between 2pm on January 20 and 7am on January 26.

Temporary taxi stand:

A temporary taxi stand will be set up during the above period at Hok Lam Lane to allow for the picking up and setting down of passengers.

Wong Tai Sin
-------------

A Lunar New Year Fair will be held at Morse Park. The following traffic arrangements will be implemented from 5pm on January 25 to 6am on January 26:

(a) Temporary "No-Stopping" Area:
1. Illegal parking and stopping will be strictly prohibited on Ching Tak Street, Tung Tau Tsuen Road, Shatin Pass Road, Fung Mo Street, Wang Tau Hom East Road, Wang Tau Hom South Road and Wang Tau Hom Central Road.

(b) Suspension of bus stops and public light bus (PLB) stands:

1. Bus stops on southbound Fung Mo Street near Heng Lam Street will be suspended; and
2. PLB stands on Fung Mo Street opposite Fu Mou Street and Wang Tau Hom East Road opposite the bus terminus will be suspended.

(c) Temporary taxi drop-off point and taxi stands:
1. A temporary taxi drop-off point will be set up at the lay-by on northbound Ching Tak Street outside Lung Hei House;

2. A temporary taxi stand will be set up at Wang Tau Hom South Road outside Wang Hau House; and

3. The single-lane taxi stand at Ching Tak Street outside Lung Hing House will be divided into two lanes where the left lane will be used for boarding and alighting while the right lane will be used for alighting passengers only.

(d) Traffic diversions:
1. PLBs and taxis at Ching Tak Street terminus will not be allowed to turn right into eastbound Ching Tak Street;

2. Vehicles travelling along westbound Lung Cheung Road will not be allowed to turn left into southbound Ching Tak Street when the situation warrants. Motorists will be diverted to Fung Mo Street and Lung Yin Road;

3. Vehicles travelling along westbound Lung Cheung Road will not be allowed to turn left into southbound Fung Mo Street when the situation warrants. Motorists will be diverted to Lung Yin Road; and

4. A section of Ching Tak Street between Lung Cheung Road and Tung Tau Tsuen Road will be closed when the situation warrants. Motorists along Tung Tau Tsuen Road will be diverted to Shatin Pass Road and Junction Road.

Tsuen Wan
---------

The following temporary traffic arrangements will be implemented from 6pm on January 24 to 5am on January 25 and from 6pm on January 25 to 5am on January 26 to facilitate the holding of the Lunar New Year Fair at Sha Tsui Road Playground:

Road closure:

The following roads will be closed to all vehicular traffic:
1. Kai Hong Close;
2. Kai Chi Close; and
3. The first lane of eastbound Sha Tsui Road between Yuen Tun Circuit and Tai Ho Road.

Suspension of motorcycle parking spaces:
The motorcycle parking spaces on Kai Hong Close will be temporarily suspended.
