Special arrangements for rugby at Hong Kong Stadium

Police will implement special traffic and crowd management arrangements to facilitate the public to attend rugby matches at the Hong Kong Stadium from Friday (March 27) to Sunday (March 29).

A. Traffic arrangements at the commencement of the event

The following traffic arrangements will be implemented from 2.30pm on March 27, 7.30am on March 28 and 7am on March 29:

Phase One
---------

I. Road closure:

(a) A section of westbound Hysan Avenue between Hoi Ping Road and Sunning Road will be closed;

(b) A section of Lee Garden Road between Lan Fong Road and Hysan Road may be closed if the situation so warrants; and

(c) A section of northbound Caroline Hill Road between Cotton Path and Leighton Road/Pennington Street will be closed except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed.

II. Traffic Diversion:

(a) A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound (an anti-clockwise system);

(b) A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one way northbound (an anti-clockwise system);

(c) A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;

(d) Traffic cones will be laid on eastbound Hysan Avenue to facilitate two lanes of traffic to turn right into Hoi Ping Road simultaneously;

(e) Traffic on westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;

(f) Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;

(g) Traffic from Link Road downhill to northbound Caroline Hill Road must turn left to westbound Leighton Road; and

(h) Vehicles leaving the Lee Gardens must turn left to eastbound Hysan Avenue.

III. Prohibition for coaches, buses (shuttle buses), taxis and private cars:

(a) Coaches

All coaches, except with permits from the Rugby Union, will be banned from entering Eastern Hospital Road directly from Caroline Hill Road. They should travel through Caroline Hill Road and drop off passengers and leave by way of Cotton Path, Eastern Hospital Road and Tung Lo Wan Road.

(b) Buses (Shuttle buses)

The drop-off zone for buses will be at the northern kerbside of Cotton Path. They should leave by way of Eastern Hospital Road and Tung Lo Wan Road.

(c) Taxis

The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road near the eastern side of the Stadium main entrance.

(d) Private cars

The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road near the eastern side of the Stadium main entrance.

Phase Two
---------

(a) The same arrangements on road closure, traffic diversion and prohibition for coaches, buses, taxis and private cars as in Phase One will be implemented.

(b) Taxis and coaches bearing special labels issued by the organiser may be permitted to turn right from the off-lane of eastbound Leighton Road to Caroline Hill Road depending on the situation.

Phase Three
-----------

Apart from the arrangements in the previous two phases, the following arrangements will be implemented if the situation so warrants:

(a) A section of northbound Link Road between Caroline Hill Road and Broadwood Road will be closed; and

(b) The downhill section of Link Road will be closed if necessary except for vehicles to No. 1A, 3, 5 and 7 on Link Road.

B. Traffic arrangements on conclusion of the event

The following traffic arrangements will be implemented from 8.55pm on March 27, 6.55pm on March 28 and 6.25pm on March 29 for the dispersal of crowds:

I. Road Closure:

(a) Caroline Hill Road;
(b) Eastern Hospital Road;
(c) Eastern Hospital Service Road;
(d) Cotton Path;
(e) The downhill section of northbound Link Road will be closed if necessary except for vehicles to No. 1A, 3, 5 and 7 on Link Road;
(f) Hoi Ping Road; and
(g) Leighton Road (if necessary).

II. Traffic Diversion:

(a) Vehicles on Leighton Road heading for Link Road will be diverted through Wong Nai Chung Road and Broadwood Road;

(b) Vehicles on Leighton Road/Caroline Hill Road will be banned from entering Caroline Hill Road for Link Road.

(c) If Leighton Road is closed,
1. traffic from westbound Causeway Road will be directed onto Irving Street;
2. traffic from eastbound Morrison Hill Road will be diverted through Canal Road West;
3. traffic from southbound Percival Street must turn right onto westbound Leighton Road; and
4. traffic from southbound Canal Road East will be banned from turning left onto Leighton Road.

C. Traffic arrangements throughout the event

I. Learner drivers prohibition

The following roads will be prohibited to all learner drivers between 12.30pm and 11pm on March 27; between 6am and 9pm on March 28; and between 6am and 9pm on March 29:

(a) Leighton Road;
(b) Sharp Street East;
(c) Percival Street south of Hennessy Road;
(d) Caroline Hill Road;
(e) Link Road;
(f) Stadium Path;
(g) Cotton Path;
(h) Eastern Hospital Road; and
(i) Eastern Hospital Service Road.

In addition, learner drivers will not be allowed to enter Tung Lo Wan Road from Causeway Road.

II. Parking spaces

All on-street parking spaces on the following roads will be suspended between 12.30pm and 11pm on March 27; between 6am and 9pm on March 28; and between 6am and 9pm on March 29:

(a) Stadium Path;
(b) A section of northbound Caroline Hill Road between Stadium Path and Cotton Path;
(c) Eastern Hospital Service Road; and
(d) Hoi Ping Road.

A temporary 24 hours restricted zone will be put into effect along the kerbside of eastbound Leighton Road between Matheson Street and Percival Street between 10am on March 27 and 9pm on March 29.

Any vehicles found illegally parked within the precinct of the above affected areas will be towed away without prior notice.

If necessary, carparks along Caroline Hill Road may be closed at short notice. In addition, vehicles in carparks within the road closure areas may not be permitted to leave the carparks during the road closure period until the roads are re-opened to traffic.
