The application for the "CAP for Shenzhen Bay Port" is only for the person who has working purpose in Shenzhen Bay Port Close Area. The Application can be submitted in person, by post, to the drop box or by fax.
Application Procedures
Closed Area Permit Application for corporation/other organisation (PDF Format)
- Application form must be completed and signed by the person in charge of the company or the authorized person with the company chop.
- The original copy or certified photocopy of the following should be submitted with the application form:

- Authorization letter / contract (or Relevant documents for the work, if any),
- Certificate of business registration of the company,
- Employment contact / labour insurance / salary payment notes for six months (or Proof of Employment, if any),
- Applicant's identity document,
- Driver's driving licence (if applicable),
- Vehicle licence (if applicable)
- The Closed Area Permit is valid for a maximum period of one year.
- Five working days (excluding Saturdays, Sundays and public holidays) are required for processing.
- Application may be submitted by post to Tin Shui Wai Police station No. 11 Tin Yiu Road, Tin Shui Wai, New Territories. (Attention to: GR SBP TSWDIV)
Important notes
- Closed Area Permits are issued free of charge but replacement for loss, defaced or damaged permits will be issued subject to the levy of a charge in accordance with the relevant legislation.
[For Closed Area Permit, the charge is HK$125- / for the Closed Road Permit, the charge is HK$86-]
- Closed Area Permits / Closed Road Permits are not transferable.
- The Commissioner of Police has the authority to cancel and withdraw the permits issued.
Collection of Personal Data
- The information provided to the Commissioner of Police will be used for purpose relating to the application for Closed Area Permit.
- The Commissioner of Police may give some of the information to other departments authorized by law.
- According to the Personal Data (Privacy) Ordinance, the applicant has the right of access or correction with respect to personal data. Request for personal data access or correction should be addressed to Divisional Commander of Tin Shui Wai Division.

Review Mechanism
- Should an application be rejected, the applicant may address to the Divisional Commander of Tin Shui Wai Division for seeking a review.
- Should the applicant be aggrieved by the result of the review, he may apply in writing to the District Commander of Yuen Long District for a final review.
