2002-06-28 19:30 Police will implement special crowd management and traffic arrangements on both sides of Victoria Harbour on July 1 (Monday) to facilitate the public to watch the fireworks display. To avoid overcrowding along the waterfronts on both sides of the harbour, a number of roads in Tsim Sha Tsui, Hung Hom, Peak area, Central and Wan Chai will be closed or re-routed. Members of the public are urged to follow the advice and instructions given by Police officers who may direct spectators to leave from places which have already been overcrowded. They are also strongly advised to make full use of public transport for going to the waterfront areas and not to wait at the concourses and exits of MTR stations. Road closure and traffic diversions will be implemented in four phases on Kowloon side as follows: (A) Closure of Hung Hom By-pass and Salisbury Road at 4 pm ---------------------------------------------------------- The Hung Hom By-pass and a section of Salisbury Road between Chatham Road South and Science Museum Road (both directions) will be closed at 4 pm before the Phase One bus diversion is implemented. The following traffic arrangements will be implemented: 1. Southbound Princess Margaret Road Link will be closed at its junction with Princess Margaret Road and also at its junction with the slip road from Chatham Road North; 2. Traffic on eastbound Metropolis Drive will not be permitted to turn right onto the Princess Margaret Road Link; 3. Traffic along Hung Hom Road westbound cannot enter Hung Hom By-pass to Tsim Sha Tsui East; 4. Traffic on southbound Salisbury Road will be diverted to make a right turn into either westbound Science Museum Road or northbound Hong Chong Road; 5. Traffic on eastbound Salisbury Road must turn left at the junction with Chatham Road South or enter the New World Centre; 6. Traffic leaving the New World Centre will not be permitted to turn right onto eastbound Salisbury Road; 7. Mody Lane will be closed to traffic; (B) Phase One (Bus Diversion) commencing at 6.30 pm --------------------------------------------------- 1. All franchised buses on southbound Nathan Road heading towards Tsim Sha Tsui will be diverted into Public Square Street and Jordan Road westbound as appropriate; 2. Southbound Kowloon Park Drive at its junction with Canton Road will be restricted for the use of franchised buses only; 3. Traffic on northbound Kowloon Park Drive cannot turn left to southbound Canton Road; 4. Traffic on eastbound Peking Road cannot turn right to southbound Kowloon Park Drive; 5. Traffic on westbound Middle Road cannot turn left to southbound Kowloon Park Drive; 6. Traffic on westbound Salisbury Road cannot turn right to Middle Road; 7. All franchised buses on southbound Chatham Road South will be diverted to eastbound Granville Road where a temporary bus terminus will be provided; 8. Granville Road east of Chatham Road South will be re-routed one way eastbound for the use of franchised buses and minibuses only; 9. Traffic on Science Museum Road cannot turn to Granville Road; and 10. Granville Square will be closed to all traffic. (C) Phase Two (Pedestrianisation) commencing at 7 pm ---------------------------------------------------- Pedestrianisation will commence at about 7 pm upon completion of Phase one arrangements. Depending on the crowd situation, Police may pedestrianise earlier upon confirmation that all buses have filtered off their original routes. The traffic measures are as follows: 1. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed. Traffic along southbound Canton Road will be allowed access to the China Hong Kong City terminus or directed to make a U-turn to northbound Canton Road at its junction with Kowloon Park Drive; 2. The northbound Kowloon Park Drive, a section of Salisbury Road between Canton Road and Kowloon Park Drive, and Star Ferry Pier will be opened to franchised buses only; 3. Haiphong Road, Ichang Street, Peking Road, Middle Road, Ashley Road, Hankow Road and Lock Road will be closed to traffic; 4. A section of Salisbury Road between Kowloon Park Drive and Chatham Road South will be closed; 5. A section of northbound Nathan Road between Salisbury Road and Bowring Street will be closed; 6. A section of southbound Nathan Road between Granville Road and Salisbury Road will be closed. All southbound traffic will be diverted into Granville Road towards Chatham Road South; 7. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed one way eastbound; 8. Traffic on northbound Carnarvon Road cannot turn left to westbound Granville Road; 9. Traffic from northbound Carnarvon Road cannot turn left to westbound Kimberley Road; 10. Cameron Road will be closed. Traffic from Chatham Road South cannot turn into Cameron Road. 11. Carnarvon Road south of its junction with Granville Road, Hau Fook Street, Cameron Lane, Humphreys Avenue, Prat Avenue, Hart Avenue, a section of Mody Road between Nathan Road and Chatham Road South, Hanoi Road, Bristol Avenue, Minden Row, Minden Avenue and Blenhiem Avenue will be closed; 12. A section of northbound Chatham Road South between Salisbury Road and Granville Road will be closed; 13. A section of southbound Chatham Road South between Mody Road and Salisbury Road will be closed. Traffic will be diverted into eastbound Mody Road for Science Museum Road; 14. A section of Mody Road between Chatham Road South and Science Museum Road will be re-routed one way eastbound. Traffic on Science Museum Road cannot turn to Mody Road; 15. Kin Wan Street will be closed. (D) Phase Three (Pedestrianisation of Star Ferry Bus Terminus) commencing at 7.15 pm --------------------------------------------------------- 1. Franchised buses going to Star Ferry Bus Terminus via southbound Kowloon Park Drive will be prohibited. They will be directed to make a U-turn at the junction of Canton Road and Kowloon Park Drive. Temporary bus stops will be located at both directions of Canton Road between Austin Road and the China Hong Kong City; and 2. All remaining buses will be directed to leave the terminus via northbound Kowloon Park Drive. (E) Phase Four (Pedestrianisation) commencing at 8 pm ----------------------------------------------------- To facilitate a smooth dispersal of the crowd, the following measures will be implemented at 8 pm: 1. A section of Nathan Road between Jordan Road and Granville Road will be closed. Traffic along southbound Nathan Road will be diverted into Jordan Road east or west bound. Bowring Street between Pilkem Street and Nathan Road will be closed to traffic. Traffic along westbound Jordan Road cannot turn left into southbound Nathan Road; 2. Traffic along eastbound Austin Road cannot turn right into Nathan Road; 3. Pine Tree Hill Road and Hillwood Road will be closed to traffic. Traffic on Austin Road cannot turn into Pine Tree Hill Road; 4. Vehicles travelling along eastbound Austin Road will not be allowed to turn right to Austin Avenue; 5. A section of Kimberley Road between Nathan Road and Observatory Road, Kimberley Street, Shun Yee Street, Granville Road, Granville Circuit and a section of Carnarvon Road between Granville Road and Kimberly Road will be closed to traffic. Vehicles travelling on Observatory Road are not allowed to turn into Kimberley Street; 6. A section of northbound Chatham Road South between Granville Road and Observatory Road will be closed to traffic; 7. A section of southbound Chatham Road South between Cheong Wan Road and Granville Road will be restricted to franchised buses and minibuses only. Other traffic along southbound Chatham Road South will be diverted into Austin Road or Cheong Wan Road; 8. A section of southbound Chatham Road South between Granville Road and Mody Road will be closed and retained as an access route for emergency vehicles; 9. Mody Road and Mody Square will be closed to traffic; 10. Southbound Salisbury Road will be closed at its junction with Hong Chong Road; 11. Hong Wan Path will be closed. (F) Emergency Access Routes --------------------------- The following roads will be retained as emergency access route for emergency vehicles during the period of road closure: 1. Southbound Kowloon Park Drive; 2. Southbound Chatham Road South; 3. A section of Hung Hom By-pass from Hung Hom Road to Salisbury Road; and 4. Southbound Nathan Road. (G) Hotel access ----------------- Vehicular access to and from hotels within the affected areas will not be allowed during the period of road closure. Vehicles bearing hotel logos will be allowed to drop off passengers at the junctions of (a) Kowloon Park Drive and Peking Road and (b) Chatham Road South and Mody Road until 7.30 pm. (H) Carpark access ------------------ Carparks affected by road closure will be closed at 6.45 pm and will remain closed as long as road closure is effective. (I) On-street parking ---------------------- With effect from 10 am on July 1 until further notice, all on-street parking in the southern areas of Tsim Sha Tsui, i.e. south of Austin Road and Cheong Wan Road, will be suspended. All illegally parked vehicles will be towed away. Members of the public wishing to watch fireworks display in Tsim Sha Tsui are also advised of the following: (1) Due to the construction of the KCRC East Rail Extension to Tsim Sha Tsui, there will be different arrangements for both traffic and crowd management duties along Salisbury Road in Tsim Sha Tsui East this year; (2) The promenade between Star Ferry and up to New World Hotel will be open to the public. However, the promenade between New World Hotel and International Mail Centre will become a sterile area, i.e. no spectators are allowed along the waterfront. It is therefore stressed that Tsim Sha Tsui East is not a vantage area to watch fireworks display this year. (3) Spectators can stand along Salisbury Road Eastbound between New World Hotel and Tsim Sha Tsui Centre, and Hung Hom By-pass. (4) The Hung Hom By-pass will be closed to traffic at 4 pm. This area will be available for spectators to view the fireworks. Spectators are allowed to stand on the Hung Hom By-pass at/after 6 pm. (5) No spectators will be allowed to stand on the footbridges that cross Salisbury Road. (6) The area around the Cultural Centre and the promenade between Star Ferry and New World Hotel will be very crowded this year. (7) Spectators should follow the police advice, posters and broadcasts on the day/night concerned. (8) There are a number of road works and construction sites along Canton Road, Peking Road, Salisbury Road, and Mody Road. Spectators are advised not to attempt to climb or lean against the hoardings/fences because there are deep holes and dangerous equipment inside the construction sites. They are located at the following locations: (a) Salisbury Road / Middle Road (Middle Road Playground); (b) Salisbury Road / Chatham Road South (outside Wing On Plaza); (c) Salisbury Road (outside Shangri-La Hotel); (d) Salisbury Road (outside Tsim Sha Tsui Centre); and (e) Salisbury Road (near the International Mail Centre). Traffic arrangements to be implemented on Hong Kong Island are as follows: (A) Road closures and traffic diversions before the display ----------------------------------------------------------- The following roads will be closed from 7 pm onwards when necessary: Peak area --------- 1. The uphill section of Stubbs Road beyond Stubbs Road roundabout will be closed to all goods vehicles with a gross weight exceeding 5.5 tonnes until Peak Road is re-opened; 2. Except for local residents or motorists with permits, all uphill traffic along Peak Road will be directed downhill via the slip road beside the carpark entrance at the Peak Galleria; 3. Only vehicles with permits will be allowed to enter Lugard Road and Harlech Road. Meanwhile, Mount Austin Road will be accessible to residents only; 4. Barker Road will be restricted to local residents' vehicles; and 5. Lay-bys along Stubbs Road between Peak Road and Stubbs Road roundabout and a section of Magazine Gap Road between Peak Road and May Road will be closed. Central ------- 1. A section of Chung Kong Road between the MTR entrance of Shun Tak Centre and Rumsey Street; 2. Man Kwong Street; 3. A section of Man Yiu Street between Man Kwong Street and Man Cheung Street; 4. Rumsey Street Flyover Extension (Man Po Street); 5. Star Ferry Concourse; and 6. Edinburgh Place except vehicles leaving City Hall Carpark and Central Barracks. Wan Chai North -------------- 1. Lung Wui Road, Tim Wa Avenue, Tim Mei Avenue, Performing Arts Avenue, Fenwick Pier Street, Lung King Street and a section of Fenwick Street between Gloucester Road and Harbour Road; 2. Expo Drive, Expo Drive Central, Expo Drive East, Convention Avenue, Harbour Road and Harbour Drive; 3. A section of Fleming Road between Gloucester Road and Harbour Road; 4. Tonnochy Road Flyover and a section of Tonnochy Road between Gloucester Road and Harbour Road; and 5. Hung Hing Road, Wan Shing Street, Hung Hing Flyover, Marsh Road Flyover and a section of Marsh Road between Gloucester Road and Hung Hing Road. Wan Chai South -------------- 1. A section of westbound Inner Gloucester Road between Percival Street and Canal Road West may be closed when the situation warrants; 2. Vehicles on westbound Gloucester Road are not allowed to turn into Inner Gloucester Road at the junction of O'Brien Road; 3. The northbound carriageway of Percival Street between Jaffe Road and Inner Gloucester Road may be closed when the situation warrants. When this section is closed, traffic on eastbound Jaffe Road must turn right into southbound Percival Street; 4.The southbound carriageway of Percival Street between Lockhart Road and Inner Gloucester Road may be closed when the situation warrants. Should this be implemented, eastbound traffic on Jaffe Road will be diverted to Inner Gloucester Road via Canal Road West; 5. A section of northbound Marsh Road between Hennessy Road and Lockhart Road; 6. A section of Tonnochy Road between Hennessy Road and Lockhart Road; 7. Fleming Road Flyover; 8. A section of Lockhart Road and Jaffe Road between Percival Street and Luard Road may be closed when the situation warrants; and 9. The cul-de-sac off Causeway Bay Typhoon Shelter. Eastern Area ------------ Traffic on Island Eastern Corridor between Man Hong Street and Victoria Park Road will be suspended during the fireworks display. Carpark ------- The carparks on westbound Inner Gloucester Road between Paterson Street and Percival Street will be closed when the situation warrants. If the measures are implemented, vehicles parked in various carparks within the closed areas will not be allowed to leave these carparks until the roads are re-opened. (B) Arrangements after the fireworks display -------------------------------------------- To facilitate the dispersal of the crowd after the fireworks display, the following traffic arrangements will be implemented ten minutes before the completion of the display if necessary: 1. A section of Fleming Road between Inner Gloucester Road and Hennessy Road will be closed; 2. Sections of the eastbound and westbound carriageways of Lockhart Road and Jaffe Road between Percival Street and Luard Road will be closed; 3. Southbound Percival Street between Gloucester Road and Jaffe Road will be closed; 4. Vehicles travelling on eastbound Hennessy Road cannot turn left into northbound Canal Road West; and 5. A section of Inner Gloucester Road between Percival Street and Luard Road will be closed. (C) Suspension of parking spaces --------------------------------- All parking spaces on the following roads will be suspended from 6 pm to 10 pm: 1. Motorcycle parking spaces at Edinburgh Place; 2. Inner Gloucester Road, Lung King Street, Hung Hing Road and Expo Drive East; 3. A section of Stewart Road between Jaffe Road and Inner Gloucester Road; and 4. A section of northbound Jaffe Road between Fleming Road and Stewart Road; and 5. A section of Jaffe Road between Percival Street and Canal Road East. (D) Suspension of taxi and Public Light Bus (PLB) stands -------------------------------------------------------- Taxi stands on Man Kwong Street, Edinburgh Place, Lung Wui Road, Tim Mei Avenue, Expo Drive East, Harbour Road, Wan Chai Ferry Pier transport interchange and the north side of Jaffe Road between Percival Street and Canal Road East will be suspended between 7 pm and 10 pm. PLB stands in Edinburgh Place Centre, Man Kwong Street, Lung Wui Road and Wan Chai Ferry Pier transport interchange will be suspended between 7 pm and 10 pm. (E) Suspension of bus stops ---------------------------- 1. The bus terminus in Man Kwong Street will be suspended. Buses of the affected routes will stop at the terminus in Harbour View Street; 2. Bus stops on Inner Gloucester Road, located to the west of Cannon Street, will be suspended from 7.30 pm if the situation warrants; 3. The bus terminus at the Wan Chai Ferry Pier transport interchange will be suspended from 7 pm; and 4. The bus stops on Expo Drive East will be suspended from 6.30 pm. 2002-07-01 21:30 All the road closure arrangements related to firework display have been re-opened. |
