Officers receive Rotary Club Award

The Rotary Club of Kowloon Golden Mile presented Excellence Vocational Award to Sergeant (SGT) Tse To-wai and Police Constable (PC) Chan Ka-to earlier for the bravery and courage they had displayed in apprehending the mastermind of a notorious burglary syndicate and the suspects of a wounding case respectively.

Kowloon West (KW) Regional Commander Chung Siu-yeung, Yau Tsim District Commander Kwok Pak-chung, Acting Senior Superintendent (Crime) KW Lam Shu-wing and KW Regional Crime Prevention Officer Ko Cheuk-hang were also present at the presentation ceremony.

SGT Tse is now attached to Sham Shui Po Division.  While working in the Regional Intelligence Unit, KW last year, he obtained intelligence that a burglary syndicate consisting of four members planned to make a move. In an operation on March 23 last year, SGT Tse and his teammates spotted four men alighting from a car. Two of them broke into a restaurant, while the others acted as lookouts. SGT Tse and his colleagues overpowered the two men inside the restaurant, but their accomplices outside sped off in their car.

SGT Tse immediately jumped into a police car, gave chase and intercepted the getaway car, but the two suspects got off from the car and ran off. SGT Tse jumped out from his car, gave chase and finally subdued a suspect who was believed to be the mastermind.

PC Chan was sent to handle a dispute case as a Tsim Sha Tsui Division officer on October 19 last year when a man reported to the police that another man had threatened to kill him. PC Chan arrested the man who had allegedly made the threat.  Whilst waiting for police transport to take the suspect to police station, three other men suddenly appeared and attacked the informant with weapons. PC Chan went to the victim's aid and subdued two of the assailants.

CCB commended for busting local credit card fraud syndicates

Representatives from the Management Committee-Card Authorisation System in PRC  called at Police Headquarters on June 19 and presented certificates of appreciation to officers of Commercial Crime Bureau (CCB) for busting two local credit card fraud syndicates.

Representatives from banks and card issuing authorities were also present at the ceremony to share the success experiences of the two CCB operations against the syndicates.

Speaking at the ceremony, CCB Chief Superintendent (CSP) Wong Ying-wai attributed the success of the two operations to the banking sector's support for the police and the close liaison and co-ordination between both parties.

Earlier in "Operation TIMELOCKER", CCB discovered that a crime syndicate had stolen customers' credit card data in a chain food store and then used the data to make purchases online. After about three months' evidence gathering and preparation, CCB mounted an operation in February and arrested four suspects. CCB also seized two notebooks containing a large amount of credit card data, slips recording the data of over 40 credit cards, as well as articles worth about $700,000, such as tablet computers and brand name handbags.

In "Operation BASECATCHER", CCB also discovered that another local crime syndicate had used forged documents to apply for credit cards from banks, and then made transactions involving large amounts of money.  After about three months' investigation and evidence collection, CCB carried out an operation in early April, in which four persons were arrested. Also seized were articles worth $1.5m, including mobile phones, computers and electrical appliances.
