Ip Chi-keung assists the Force to enhance international status

 

Eastern District Deputy Commander (DDC EDIST) Ip Chi-keung took part in a series of large-scale operations and major international events over his 36 years of service in the Force. He focused on his work and act in unison with colleagues, making a significant contribution to the Force and the community. All of his colleagues appreciated his attitude and work performance.


Officers' role model


Mr Ip joined the Force as a Police Constable in 1980. Owing to his outstanding performance and potential, he was promoted as a probationary inspector five years later after internal assessment. Thereafter, he showed his potential in different units and posts, including patrol sub-unit, Special Duty Squad, crime investigation, instructor of the Police Training School (now Police College), Police Tactical Unit (PTU), Task Force and Traffic Accident Investigation Division. His rich frontline experience enabled him to be promoted to Senior Superintendent (SSP) in 2011. After taking up the post of Deputy Commandant of the PTU Headquarters in 2012, he has been working as DDC EDIST since 2014. During Operation SOLARPEAK, he demonstrated good commanding ability and led officers through difficult times. This earned him officers' respect.


SSP Ip said, "The wide variety of police duties has strengthened my sense of mission. Such work exposure enabled me to understand the special aspects of different posts and facilitated the undertaking of command and co-ordination work."


Co-ordinate security of international events


The Force has given opportunities for SSP Ip to apply his robust planning ability long time ago. After he joined the volunteer secondary-duty cadre of the Force Search Unit in 1993, he was designated to attend a counter-terrorism search programme in Britain in 1996 to equip him to undertake security work at the Handover Ceremony in 1997. He was then responsible for co-ordinating venue search work of the Handover Ceremony and in formulating procedures for security checks on that day. In addition, he assisted in the security planning of many international events, including the Sixth Ministerial Conference of the World Trade Organization, the Equestrian Events of 2008 Beijing Olympics and the Fifth East Asian Games.


With the joint efforts of SSP Ip and other officers, these international events concluded safely and the professional competency of the Force was well recognised by the international community. His excellent performance earned him the Chief Executive's Commendation for Government/Public Service twice, the Commissioner's Commendation for three times as well as a Commanding Officer's Commendation.


Speaking on his work experience, he said, "For every operation, the security of stakeholders and officers always comes first. We have to balance the needs of different stakeholders through thorough communication with an aim to avoiding conflicts and ensuring officers attain a certain service standard."


Attitude determines altitude


As SSP Ip will proceed on pre-retirement leave in mid-September, he encourages fellow officers as follows, "Officers have to embrace new challenges of the ever-changing society. Our attitude determines our altitude. Should we encounter difficulties, we may recall our mission of upholding law and order and draw up proposals quickly in consideration of the operational conditions. In this way, all problems can be solved." He also appeals to the officers to balance work and life, and take a positive attitude to serve the Force and help those in need.
