The Information Systems Wing (ISW) launched the Community Engagement System (CES) on January 25 to support the Force's Strategic Directions of "Embracing the use of technology for policing in the digital age" and "Policing WITH the community". The CES provides a sustainable platform to support the work of the Police Public Relations Branch and Police Community Relations Offices (PCROs) in districts, and facilitate communication with young people, the elderly and community stakeholders.


The CES has replaced the Junior Police Call (JPC) Management System II and has integrated information in respect of the Senior Police Call (SPC), community stakeholders and related activities for better records management. It features a new online portal providing an e-channel to assist the JPC and the SPC in recruiting members, managing and promoting activities as well as further engaging the community. The system also helps considerably to relieve the workload of frontline officers and reduce the use of paper. Moreover, the CES provides the Personnel Services and Staff Relations Branch with a separate module to handle records of donations to police funds and trusts.


The CES online portal offers 24-hour online services to the public. Members of the public can access the online portal through the Police Public Page or the webpage for the JPC or the SPC, where they can register as JPC or SPC members. Meanwhile, JPC and SPC members can manage their personal profiles and enrol in the activities publicised on the online portal.
