English Communication Course for Potential Officers

THE Hong Kong Police Force continues to break new ground in language training for junior police officers by way of the Civil Service Training and Development Institute (CSTDI)which ran its first ever English Communication Course (ECC) for potential officers in early August.

¡@The six-week pilot course with 24 JPOs taking part ends in mid-September - the next session scheduled for early 1998.

¡@"With its emphasis on both English language and oral communication skills, the course reflects the Force's commitment to maintaining high English standards and improving the communicative ability of its junior officers," said Assistant Commissioner of Police, Training, Chau Foo-cheong.

¡@"Hong Kong as an international city must maintain a high standard of English to remain competitive in the region. The Force in turn has to help officers to build up a repertoire of language skills to cope with the changing demands of the community. General social trends put special emphasis on academic qualifications. The course can help our JPOs attain a good command of English which will help them in their everyday work."

¡@The Force's language policy a decade ago focused on upgrading English proficiency among its junior officers through a number of Police Intensive English Courses (PIEC). These 16-week courses, pitched at advanced and intermediate levels, were designed to help JPOs pass the Government Standard English Examination.

¡@"Today the Force realises the need to broaden the trainee base and to provide more diversified language training programmes. The essence of English usage should be concise and to the point without the need to use complicated sentence structures," ACP Chau added.

¡@The PIECs have been replaced with 17 tailor-made Functional English Courses (FEC) and two ECCs for potential officers. "The practical, work-related FECs address the English needs of junior officers on the job," ACP Chau explained. "More JPOs are receiving English language training than in the last decade. More officers can now become more proficient in their communications skills."

¡@Stressed Mr Chau: "This year has also seen the Hong Kong Police developing into a bi-literate (written English and Chinese), and trilingual (spoken English, Cantonese and Mandarin) Force.With Hong Kong reuniting with China, Chinese language training has become one of our top priorities. A pilot scheme to promote the greater use of Chinese in the Force has already been launched. We place equal importance on both English and Chinese."

¡@ACP Chau thanked CSTDI staff for their efforts and invaluable support in running the English Communication Course, and praised its students for their achievement.


Five Officers Receive Commissioner's Commendation

FIVE outstanding police officers were recently presented with the Commissioner's Commendation at a ceremony held at Police Headquarters.

¡@Chief Inspector Leung Po-tak was praised for his leadership, professional ability and devotion to duty during the course of complex investigation into a kidnapping which resulted in the arrest and conviction of two suspects for a series of murders on Lantau Island and the recovery of a homemade pistol.

¡@Senior Inspectors Tang Chung-yeung and Chan Lok-wing, along with Sergeant Fung Kwok-chuen were also commended for their tenacity, professional ability and devotion to duty during the same investigation.

¡@On 7 February, family members of an abducted 34-year-old insurance agent received a phone call demanding $300,000 ransom.A suspect who was arrested one week later admitted to have taken the agent to Lantau Island on 6 February.Led by the suspect, investigating officers found the remains of the agent's body scattered over a hillside on Lantau Island on 16 February.Another suspect surrendered to police on 26 February.The two suspects were convicted of murder this year.

¡@At the same ceremony, Constable Chui Hon-fai also received the Commissioner's Commendation for his professional ability, initiative and devotion to duty displayed in an anti-drug operation which resulted in the conviction of 14 drug traffickers and the neutralisation of two drug trafficking syndicates active in Tsuen Wan in 1996.


Police Safety Protector Insurance Plan

A NEW insurance plan has been devised by American International Underwriters, Ltd. (AIU) specifically for Police Force staff.

¡@The Police Safety Protector will replace the previous plan and those who signed up for that plan can convert to the new plan at any time.

¡@The new Police Safety Protector is an improved version of the previous plan with major enhancements in hospital and On-Duty coverage for you and your family.

¡@Maximum hospital coverage has been increased from HK$1,200 to HK$2,500 a day for private hospitals and additional HK$100,000 of free On-Duty cover for the new plan only.

¡@Like the previous plan, there will be personal accident coverage for all on-and off-duty risks.

¡@Maximum Daily Room and Board and in-hospital Doctors' Call increased to HK$2,500 a day;

¡@Supplementary Major Medical up to HK$100,000;

¡@Optional family and parent coverage for your spouse, children and parents;

¡@Extra-low premium and convenient payment method through Autopay;

¡@AIU has provided insurance protection plans for Force members since 1987 and more than 4,600 Force members have signed up over that period and received more than 3,600 claim payments.

¡@The protection offered under the Police Safety Protector is extremely good value for money.

¡@It also offers peace of mind knowing that in the event of accident or hospitalisaion, you have already lessened the financial burden which your family could face.

¡@For example, the families of two officers killed on duty have received insurance payments of HK$1 million each in last four years.
