PART of the curriculum for probationary inspectors at ghe Police Training School is to learn the social graces.Gence the institution of its Happy Hour every Friday which is attended by staff and trainees alike.

ˇ@At one of the more recent Happy Hours the theme was that of "The Lost World".And as these photos attest there was quite an enthusiastic response. Newly graduated\PIcourses 437 and 438 organised the party,decorated the mess, provided the sound effects (jungle noises followed by tibal drums and then a discotheque) and wrapped half a doormat around his waist.

ˇ@The PIs were variously dressed up as cavemen, savages, North American Indians and (what else?)people of a lost tribe.

ˇ@Commandant PTS,JCS McDouall suggests that if officers working in divisions and d istricts want to do someghing to liven up their messes,they can call upon the in genuity and energies of the new PIs,who are all experienced in organising theme nights, and let them do the job.

New Family Protection Fund
for Officers and Civilian Staff

MORE than 1,200 Force members have shown interest in joining a new Family Protection Fund for officers and civilian staff.

ˇ@Based on a similar fund set up for JPOs, the Family Protection Fund has been established as a self-help scheme for higher ranking officers and civilians.

ˇ@"We set up a central fund for spouse/dependents of deceased junior police officers in July 1974. The scheme proved to be very popular with a voluntary participation rate of 60 per cent. Due to that scheme's attractiveness, we then received enquiries from higher ranking officers and civilian staff asking if they could enrol in it," said Wong Wai-cheun, Senior Police Welfare Officer, Personnel Services Branch.

ˇ@In response to the demand, a similar central fund which is modeled on the existing scheme for JPOs is being set up for inspectorate or above and civilian staff who are now invited to join.

ˇ@"Participation in the scheme is voluntary. The monthly contribution rate for inspectorate rank or above and comparable civilian grade officers (those at MPS point 22 or above) is 0.15 per cent of the salary of MPS point 22. While civilians below MPS Point 22 will contribute 0.35 per cent of the salary of MPS point 1. Payment is made by direct deduction from monthly salary through the Treasury," Mr Wong said.

ˇ@Under the scheme, maximum benefit payable to spouses or dependents of contributors who die in service or suffer permanent total disability, regardless of cause, is $500,000 and $250,000 for accidental dismemberment/disability. This rate will be reviewed regularly by the management committee which comprises a chairman (CSP Personnel Services), four staff association members (SPA, LIA, EIA and PCSC), and a committee secretary (Executive Officer Personnel Services).

ˇ@The Police Personnel Services Branch will be providing assistance in the day-to-day administration of the fund.

ˇ@"There are 2,879 inspectorate rank officers or above, and 5,981 civilian staff in the Force. Pre-publicity of the fund elicited 1,241 positive responses - among them formation commanders and directorate grade officers," said Mr Wong.

ˇ@The new Family Protection Fund for Officers and Civilian Staff requires participants to pay an entrance fee - in this case $290 for the first year's premium - to ensure that the scheme is operationally viable.

ˇ@"The Police Welfare Fund has borrowed $80,000 for the installation of a computer program to store participants' personal data and for the arrangement of auto-deduction from members' monthly salary," said Mr Wong.

ˇ@Information sheets, application forms and authorisation documents for the new fund can be obtained from DSRO, Regional Welfare Officers, Personnel Services Branch (HQs), and the Civilian Staff Relations Section.

ˇ@Deadline for submission is 10 September, after which only those who newly join the Force in the first three months are eligible.

extortion plan foiled by Anti-triad Squad

POLICE officers from the District Anti-triad Squad (DATS) of Kowloon City were recently presented silver plates and souvenir pennants by a blackmail victim in praise of their prompt action in solving his case at a ceremony held at the Ho Man Tin Police Station.

ˇ@On 17 October last year, a 53-year-old jewellery shop manager reported that he was being extorted to the tune of $80,000 for "tea money" by three men.

ˇ@Once alerted, officers from DATS laid an ambush and arrested three men who admitted to being triad members.

ˇ@WHILE on the subject, the Sham Shui Po District Anti-triad Squad and six police district officers were also presented awards and souvenir pennants by a representative of the Cheung Sha Wan Wholesale Food Market in praise of their efforts in tackling triad and illegal gambling activities over the course of the market's three-year history.

ˇ@The six police officers included District Commander Bonnie Smith, Assistant District Commander (Crime) Chau Tai-tak, Chief Inspector (Crime) Chau Kwok-fai, Senior Inspectors Wong Shun-shing and Wun Chun-leung, and Station Sergeant Siu Ping-chuen.

Senior Inspectors Promoted To CIPs

COMMISSIONER of Police Eddie Hui Ki-on has approved the promotion of 101 Senior Inspectors to the rank of Chief Inspector of Police following recommendations from the recently held CIP Promotion Board. On 15 August, the first batch of promotion letters was presented to 91 new CIPs - hat's 89 former SIPs from the general stream, and two specialists from Identification Bureau. The remaining 10 Senior Inspectors will be promoted during the course of the year as vacancies arise.
