Force to gain cyber experts

The Force is to bolster its fight against cyber bandits by honing its own computer geniuses and establishing the first Computer Crime Investigation Cadre.

A training course organised by the Commercial Crime Bureau for officers from all formations is already underway .

It will select suitable officers to join the Cadre which will soon be set up to help tackle computer crime at District levels.

A two-day course held at the Police Training School on July 20 and 21 was attended by over 180 officers of different ranks as well as several colleagues from the Immigration and the Customs and Excise Departments.

In addition to attending seminars about various aspects of computer crime, participants were also tested for their capabilities and knowledge in the area through a written test.

CCB Chief Superintendent Victor Lo Yik-kee said the proliferation of information technology, the Internet, email and the increasing use of electronic commerce were unprecedented temptations for criminals.

"It was against this background our Computer Crime Section was set up six years ago," Mr Lo said.

"However, the surge in computer use, the increase of related criminal cases and other emerging issues in various Regions over the past year have resulted in a challenge which the 17 members of the Section now find it difficult to cope with, without resorting to help from their Force colleagues.

"That's what Cadre members will be for, " he said.

"Once qualified and recognised, they can help provide support services to their own formations in handling cases of computer related crimes while officers of the Section can continue to play the role of a co-ordinator and provide assistance when needed."

This would not only help formations develop their own computer crime investigation talents but also better utilize Computer Crime Section manpower to concentrate on research and combating criminals on a higher level, and from a macro perspective.

Cadre member selection is due for completion by the end of September.

"This selection and recruitment of Cadre members are not a one-off event, we would rather make it a continuous programme, so we welcome officers from all formations to apply," Mr Lo said, adding that further courses would be organised once there were enough successful applicants.

"When they become qualified Cadre members, officers will attend regular refresher courses to update their knowledge of the field and strengthen their investigation skills in order to make them true busters of computer crime."
