Masked rioters gathering outside Mong Kok Police Station built barricades and paralysed traffic in the vicinity of Prince Edward Road West and Portland Street at around 9.30pm today (January 31). In face of these criminal acts, Police had to intervene and took resolute enforcement actions to halt the unlawful road blockage.
Police express strong condemnation over these selfish and violent acts which totally neglect public safety and order.
Police today (January 31) appealed to the public for information on a woman who went missing in Cheung Sha Wan.
Cheng Pui-wan, aged 57, went missing after she was last seen in a restaurant on Broadway Street yesterday noon (January 30). Her family made a report to Police on the same day.
She is about 1.6 metres tall, 50 kilograms in weight and of thin build. She has a pointed face with yellow complexion and short dark brown hair. She was last seen wearing a grey long-sleeved shirt, black trousers and silver-coloured shoes.

Police today (January 31) laid a holding charge against a 56-year-old man with one count of murder.
The man was arrested yesterday (January 30) in suspected connection with a murder case happened in Aberdeen in which his 54-year-old wife died.
The case will be mentioned at Eastern Magistrates’ Courts tomorrow (February 1).
Police today (January 30) appealed to the public for information on a woman who went missing in Sheung Shui.
Hu Dingxiu, aged 76, went missing after she left her residence in Ching Ho Estate on January 21. Her family made a report to Police on January 25.
She is about 1.58 metres tall, 41 kilograms in weight and of thin build. She has a round face with yellow complexion and short black and white hair. She was last seen wearing a dark green shirt with checkered pattern, dark blue trousers and brown shoes.

Ill-intentioned people have once again spread false information online, claiming that district police stations are giving out free face masks to the public. These rumour-mongers have also claimed that the Government will supply a large amount of face masks to the family members of Police officers. Police must squash such misinformation and remind the public not to be misled.

Police are investigating a murder case in Aberdeen in the small hours of today (January 30) in which a 54-year-old woman died.
At about 3.30am today, Police received a report from a 56-year-old man that his 54-year-old wife collapsed inside a unit on Lee Man Road.
Police officers sped to the scene and found the 54-year-old woman lying unconsciously on a bed with a basin of burnt charcoal next to her. She was rushed to Queen Mary Hospital in unconscious state and was certified dead at 4.18am.
Initial investigation revealed that the 56-year-old man placed a basin of charcoal inside his wife’s bedroom. The 56-year-old man has been arrested for murder and is being detained for further enquiries.
Post-mortem examinations will be conducted later to ascertain the cause of death of the deceased.
Investigation by the District Crime Squad of Western District is underway.
A man who went missing in Kwai Chung has been located.
Cheung wai-kin, aged 41, went missing after he was last seen in his residence at Kwai Fong Estate on September 15 last year. His family made a report to Police on January 2 this year.
The man turned up at Kwai Chung Police Station to cancel the missing person report yesterday night (January 29). He sustained no injuries and no suspicious circumstances were detected.
Around 8pm tonight (January 29), rioters hurled petrol bombs at Kwai Chung Police Station. Some petrol bombs exploded on the carriageways of Kwai Foo Road, seriously endangering the safety of the public and road users.
The case is classified as “Arson” and under the investigation of District Investigation Team 2 of Kwai Tsing District. The Police condemn the radical acts and will carry out thorough investigation.

Police Kowloon West Region conducted an enforcement operation between January 13 and 29 to combat illegal modification of vehicles and other traffic offences such as drink driving.
During the operation, Police detained 22 private cars for suspected illegal modification or defects in violation of the Road Traffic (Construction and Maintenance of Vehicles) Regulations. Police also issued Defective Vehicle Reports to 24 vehicles owners.
In addition, Police arrested four drivers for driving while disqualified, using a motor vehicle without third party insurance, drink driving, wanted due to non-payment of traffic fine. Meanwhile, 38 vehicles were detected for speeding and will be prosecuted.
Illegal modification of vehicles contravenes the law and causes hazard to other road users. Police will continue to conduct stringent enforcement actions against related traffic offences to safeguard road safety. Police appeal to motorists not to modify vehicles illegally.
Owing to the special admission arrangements of race meeting in Happy Valley today (January 29) by the Hong Kong Jockey Club, the “Special traffic arrangements for race meeting in Happy Valley tomorrow” issued by the Police at 11.16am yesterday (January 28) has been cancelled.
。Special traffic arrangements will be implemented in Happy Valley tomorrow (January 29). The arrangements will come into effect one and a half hours before the start of the first race and will last until the crowds have dispersed after the race meeting.
A. Traffic arrangements before the commencement of the first race
1. Road closure
Southbound Wong Nai Chung Road between Queen's Road East and the up-ramp outside Hong Kong Jockey Club (HKJC) will be closed except for vehicles heading for Aberdeen Tunnel.
2. Traffic diversions
- Southbound Wong Nai Chung Road between Village Road and the up-ramp outside HKJC will be re-routed one way northbound;
- Traffic along eastbound Queen's Road East heading for Wan Chai and Happy Valley will be diverted to turn left to Morrison Hill Road;
- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via Sports Road and Wong Nai Chung Road;
- Traffic along Queen's Road East cannot turn right to Wong Nai Chung Road except for vehicles heading to Aberdeen Tunnel;
- Traffic from Cross Harbour Tunnel heading for Queen's Road East will be diverted via the down-ramp leading from southbound Canal Road flyover to Morrison Hill Road to turn right at the junction of Wong Nai Chung Road and Queen's Road East; and
- Traffic from Cross Harbour Tunnel heading for Happy Valley or Racecourse will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, southbound Morrison Hill Road, Sports Road and Wong Nai Chung Road.
B. Traffic arrangements before the conclusion of race meeting
1. Road closure
The following roads will be closed from about 35 minutes before the start of the last race:
- The up-ramp on Wong Nai Chung Road outside HKJC leading to Aberdeen Tunnel;
- Southbound Wong Nai Chung Road between Queen's Road East and the up-ramp leading to Aberdeen Tunnel;
- Southbound Wong Nai Chung Road between Village Road and the Public Stands of HKJC;
- Westbound Leighton Road between Wong Nai Chung Road and Canal Road East; and
- Southbound Morrison Hill Road between Leighton Road and Queen's Road East.
In addition, southbound Wong Nai Chung Road between the up-ramp leading to Aberdeen Tunnel and the Public Stands of HKJC will be closed from about 10 minutes before the start of the last race.
2. Traffic diversions
The following traffic diversions will be implemented from about 35 minutes before the start of the last race:
- Eastbound Queen's Road East at its junction with Morrison Hill Road will be reduced to one-lane traffic heading for northbound Canal Road flyover;
- Traffic from Cross Harbour Tunnel heading for Wan Chai will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, U-turn slip road beneath Canal Road flyover, Canal Road West and Hennessy Road;
- Traffic from Cross Harbour Tunnel heading for Happy Valley will be diverted via the down-ramp leading from southbound Canal Road flyover to Canal Road East, eastbound Leighton Road and Wong Nai Chung Road;
- Traffic along southbound Morrison Hill Road will be diverted to turn left to eastbound Leighton Road;
- Traffic along southbound Morrison Hill Road heading for Happy Valley will be diverted via eastbound Leighton Road and Wong Nai Chung Road; and
- Traffic along westbound Leighton Road will be diverted to Wong Nai Chung Road.
C. Learner drivers prohibition
Learner drivers will be prohibited to turn left from Caroline Hill Road to Leighton Road between one and a half hours before the start of the first race and one hour after the last race. In addition, learner drivers will be prohibited from accessing the following roads within the above period of time:
- Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;
- Village Road between its upper and lower junctions with Shan Kwong Road;
- Percival Street between Hennessy Road and Leighton Road;
- Canal Road East; and
- The service road leading from Gloucester Road to Canal Road flyover.
D. Suspension of parking spaces
Parking spaces on southbound Wong Nai Chung Road between Sports Road and Blue Pool Road will be suspended from 11am to 7pm during day racing, from 4.30pm to 11.59pm during evening racing, and from 5pm to 11.59pm during night racing.
Any vehicles found illegally parked within the precincts of the above affected areas will be towed away without prior notice.
Actual implementation of road closure and traffic diversion will be made by the Police at the time depending on traffic conditions in the areas. Motorists should exercise tolerance and patience, and follow the instructions of Police on site.
Police today (January 27) appealed to the public for information on a man who went missing in Ngau Tau Kok.
Ng Yat-chow, aged 33, went missing after he left his residence on Wang Kwong Road in the morning on November 25, 2019. His family made a report to Police the next day.
He is about 1.75 metres tall, 55 kilograms in weight and of thin build. He has a long face with yellow complexion and short black hair. He was last seen wearing a black and white jacket, blue jeans and black shoes.

A large group of rioters gathering in Portland Street, Mong Kok behaved in a disorderly manner and disturbed public peace last night (January 26). Despite repeated warnings by Police, the rioters refused to leave, and after midnight, threw hard objects at Police officers at the junction of Shantung Street and Portland Street. In the face of the situation, Police officers have deployed tear gas to effect dispersal of rioters, who are warned to stop all unlawful acts immediately.

Since 4pm today (January 26), rioters have been blocking roads, building barricades with trash and paralysing traffic in the vicinity of Fai Ming Estate, Fanling. Officers have attempted to clear the barricades but rioters still continued their rampage.
In the evening, rioters damaged the traffic lights at the junction of Fai Ming Road and Wah Ming Road, and set fire to the lobby of buildings by throwing petrol bombs. These destructive acts have posed a grave threat to the safety of people at scene.

Li Ho-wa, aged 41, went missing after he was last seen on Keng Hau Road on January 24 afternoon. His family made a report to Police on the same day.
He is about 1.8 metres tall, 63 kilograms in weight and of normal build. He has a pointed face with yellow complexion and short black hair. He was last seen wearing a blue long-sleeved T-shirt, black shorts and black and red shoes.

Tsang Sze-man, aged 47, went missing after she left her residence in Sam Tung Uk Village on January 10. Her family made a report to Police on January 12.
The woman returned to her residence on January 24. She sustained no injuries and no suspicious circumstances were detected.
A man who went missing in Kwun Tong has been located.
Khan Mohamed, aged 80, went missing after he left his residence on in Yau Tong Estate on January 19 afternoon. His family made a report to Police on January 21.
The man returned to his residence this morning (January 26). He sustained no injuries and no suspicious circumstances were detected.
The masked rioters gathering in Mong Kok built barricades with trash to paralyse traffic in the vicinity of Portland Street at about 10pm yesterday (January 25). In response to the violent acts, Police officers had no alternative but to take resolute enforcement actions to halt the unlawful road blockage. At around 11pm, when Police were preparing to leave after law enforcement actions, some rioters threw glass bottles and miscellaneous objects at a Police vehicle. Police used a tear gas grenade to combat the violence of rioters. At around 11.30pm, some rioters built barricades with wooden boards and roadside trash at the junction of Nathan Road and Shan Tung Street. Police officers swiftly attended the scene to take enforcement actions and to remove the barricades.
Police always respect people’s freedom and rights to express their views peacefully. Nonetheless, in face of the unlawful road blockage and violent attacks by rioters, officers had no alternative but to respond with minimal and necessary force in order to stop the violence. Police strongly condemn the violent and illegal acts of rioters which endanger the public safety.

Police swiftly conducted dispersal operations. At around 11pm yesterday, rioters damaged and hurled hard objects at a police vehicle in Portland Street. In the face of the situation, Police used tear gas to disperse rioters. Police warn the rioters to stop all illegal acts immediately.
New Territories South Region today (January 24) concluded a three-day traffic enforcement operation against illegal parking in Tsuen Wan, Kwai Tsing, Sha Tin, Airport and Lantau police districts.
During the operation, a total of 2,866 fixed penalty tickets were issued and two vehicles causing obstruction were towed away.
Police will continue to step up enforcement actions to ensure smooth traffic during the Lunar New Year period.
Police are investigating a fatal traffic accident in Sham Shui Po this morning (January 24) in which a 54-year-old man died.
At about 8.47am, a light goods vehicle (LGV) driven by a 55-year-old man was travelling westbound along Boundary Street. When approaching Hai Tan Street, it reportedly knocked down the 54-year-old man who was crossing the road.
Sustaining serious head and hand injuries, the 54-year-old man was rushed to Kwong Wah Hospital in unconscious state and was certified dead at 9.57am.
The LGV driver was arrested for dangerous driving causing death and is being detained for further enquiries.
Investigation by the Special Investigation Team of Traffic, Kowloon West is underway.

A man who went missing in Mong Kok has been located.
Au Hing, aged 91, went missing after he left an elderly home on Bedford Road, Mong Kok on January 16 morning. Staff of the elderly home made a report to Police on the same day.
The man was located on Lai Chi Kok Road, Mong Kok on January 18 morning. He sustained no injuries and no suspicious circumstances were detected.
Police will implement special traffic arrangements to facilitate the holding of Well Wishing Festival in Lam Tsuen during the Lunar New Year period.
A. Road closure and traffic diversions
Lam Tsuen Heung Kung Sho Road between Lam Tsuen Pai Lau and Lam Tsuen Rural Committee Office will be closed and pedestrianised between 7am and 7pm daily from January 25 to February 9.
Between 1pm and 6pm daily from January 25 to February 9, all vehicles cannot enter She Shan Road via Lam Kam Road.
The leftmost lane of northbound Tolo Highway near Wun Yiu leading to Tai Po (North) exit will be closed from January 25 to 29. Vehicles heading for Tai Po (North) exit must use the nearside hard shoulder on the affected section of the road.
Depending on the prevailing traffic condition of Lam Kam Road, the affected section of northbound Tolo Highway may be further extended to Lam Kam Road Interchange between February 5 and February 10. All vehicles heading for Tai Po (North) exit and the Lam Tsuen Wishing Tree must use the nearside hard shoulder on the affected section of Tolo Highway. The slip road leading from Tai Po Tai Wo Road to northbound Tolo Highway will also be closed. Vehicles heading for the Lam Tsuen Wishing Tree from Tai Po Tai Wo Road must travel via southbound Tolo Highway, Kwong Fuk Interchange, eastbound Tai Po Road – Yuen Chau Tsai, Tolo Highway slip road, northbound Tolo Highway, the nearside hard shoulder on the affected section of northbound Tolo Highway, and Lam Kam Road Interchange. Vehicles approaching to the Lam Tsuen Wishing Tree from Fanling must travel via the above same route.
During the road closure period, residents of Lam Tsuen Valley and Hong Lok Yuen heading for Lam Kam Road (Pat Heung bound) are advised to travel via Kwong Fuk Interchange, eastbound Tai Po Road – Yuen Chau Tsai, Tolo Highway slip road, the second lane of northbound Tolo Highway and Lam Kam Road Interchange. Vehicles heading for Shek Kong from Fanling or Sheung Shui should travel via Fan Kam Road.
B. Temporary no-stopping zones
Vehicles are not allowed to pick up or drop off passengers and load or unload goods at the following locations between 7am and 7pm daily from January 25 to February 9:
- The access road to Fong Ma Po Village between Lam Kam Road and Lam Tsuen Rural Committee Office;
- Lam Kam Road between Lam Kam Road Interchange and the access road to Tong Min Tsuen, except for franchised buses and green minibuses;
- The access road to Tin Liu Ha Tsuen from She Shan Road; and
- She Shan Road.
A temporary vehicle holding area will be set up between Lam Tsuen Public School and Hang Ha Po Tsuen to facilitate visitors alighting or boarding vehicles from January 25 to February 9.
If the situation permits, public light buses and taxis may be allowed to pick up or drop off passengers on Lam Kam Road near Hang Ha Po Tsuen and Tong Min Tsuen. Plying for hire is strictly prohibited.
To ensure road safety and smooth traffic flow, Police will continue to take traffic enforcement action during the Lunar New Year period, including issuing fixed penalty tickets and towing away illegally parked vehicles without prior warning. The operation will, in particular, target those causing danger to other road users, or seriously obstructing traffic flow and access of emergency vehicles.
Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the area. Motorists should exercise tolerance and patience, and follow the instructions of Police on site.
Police will implement crowd safety management measures and special traffic arrangements from January 24 to February 9 to facilitate worshippers visiting the Wong Tai Sin Temple during the Lunar New Year period.
Crowd safety management measures will be put into force from 6pm on January 24 to 7pm on the following day, and daily between 7am and 7pm from January 26 to 28 as well as February 1, 2, 8 and 9. Police will set up queuing areas at Wong Tai Sin Temple Court, Wong Tai Sin Square, and northern pavement of Lung Cheung Road.
Should the temple be overcrowded, a “tidal flow system” will be carried out and police officers will direct worshippers to enter the temple in groups. Worshippers are urged to follow the advice given by police officers and take extra care of their personal belongings as well as their young children and elderly companions and in handling joss stick.
The following special traffic arrangements will be implemented from 6pm on January 24 to 7pm on the following day, and daily between 7am and 7pm from January 26 to 28 as well as February 1, 2, 8 and 9:
- Shatin Pass Road between Lung Cheung Road and Fung Tak Road will be closed, except for green minibuses;
- The unnamed road connecting Wong Tai Sin Road and Wong Tai Sin Temple will be closed, except for coaches, vehicles with valid monthly parking ticket, designated vehicles entering and leaving the construction site of Shatin to Central Link, and vehicles of Sik Sik Yuen; and
- Vehicles cannot park or wait at Wong Tai Sin Road between Shatin Pass Road and Nga Chuk Street, except for taxi passengers alighting at the temporary taxi drop-off point at westbound Wong Tai Sin Road.
Police will continue traffic enforcement action during the Lunar New Year period, including issuing fixed penalty tickets or towing away illegally parked vehicles without prior warning.
Actual implementation of the crowd safety management measures and traffic arrangements will be made depending on traffic and crowd conditions in the area. Members of the public are advised to exercise tolerance and patience and take heed of instructions of the Police on site.
Police are investigating a fatal traffic accident in Kwun Tong this morning (January 23) in which a 76-year-old woman died.
At about 10.41am, a heavy goods vehicle (HGV) driven by a 57-year-old man was travelling eastbound along Kai Tin Road. When approaching the carpark of Kai Tin Shopping Centre, it reportedly knocked down the 76-year-old woman who was crossing the road.
Sustaining serious head injuries, the 76-year-old woman was rushed to Queen Elizabeth Hospital in unconscious state and was certified dead at 11.12am.
The HGV driver was arrested for dangerous driving causing death. He has been released on bail pending further enquiries and is required to report back to Police in mid-February.
Investigation by the Special Investigation Team of Traffic, Kowloon East is underway.

During the Lunar New Year period, an upsurge of crowd flow is expected in areas including Portland Street (between Argyle Street and Soy Street), Sai Yeung Choi Street South (between Argyle Street and Dundas Street) and the adjacent Nelson Street, Shantung Street, Soy Street, Tung Choi Street and Fa Yuen Street.
The Mong Kok Pedestrian Precinct at Sai Yeung Choi Street South between Argyle Street and Dundas Street were abolished in August 2018. Members of the public are advised to pay attention to road safety to avoid accidents.

Subject to prevailing traffic situation, the following roads will be closed from 3pm on January 24 or anytime when necessary until 8am on January 25:

Police today (January 22) appealed to the public for information on a man who went missing in Tuen Mun.
Lai Wai-man, aged 31, went missing after he was last seen in Yau Oi Estate on December 29, 2019. His family made a report to Police on December 31.
He is about 1.7 metres tall, 115 kilograms in weight and of fat build. He has a round face with yellow complexion and short black hair.

Police today (January 22) laid a holding charge against a 50-year-old man with one count of murder.
The 50-year-old man surrendered to Wan Chai Police Station yesterday afternoon (January 21). He was in suspected connection with a murder case happened in Tsim Sha Tsui on August 4, 2009 in which a 41-year-old man died.
At about 4am on August 4, 2009, Police received a report that the 41-year-old man was knocked down by a private car after he got out of his own vehicle parked outside a hotel on Mody Road. Three men who armed with knives then got out of the private car and attacked the 41-year-old man afterwards. Sustaining serious chop wounds, the man was sent to Queen Elizabeth Hospital and was later certified dead.
The case will be mentioned at Eastern Magistrates' Courts tomorrow (January 23).
In addition, four male arrestees who were in connection with the case were convicted for murder or manslaughter at the High Court in 2011.
Police will implement crowd safety management measures and special traffic arrangements to facilitate worshippers visiting Che Kung Temple in Sha Tin during the Che Kung Festival period.

A large crowd is anticipated to visit Che Kung Temple and Che Kung Festival Fair during the Lunar New Year period. Learner drivers will be prohibited to turn left from Caroline Hill Road to Leighton Road between one and a half hours before the start of the first race and one hour after the last race. - Shan Kwong Road between Yik Yam Street and Wong Nai Chung Road;
- Village Road between its upper and lower junctions with Shan Kwong Road;
- Percival Street between Hennessy Road and Leighton Road;
- Canal Road East; and
- The service road leading from Gloucester Road to Canal Road flyover.
D. Suspension of parking spaces
Parking spaces on southbound Wong Nai Chung Road between Sports Road and Blue Pool Road will be suspended from 11am to 7pm during day racing, from 4.30pm to 11.59pm during evening racing, and from 5pm to 11.59pm during night racing.
Any vehicles found illegally parked within the precincts of the above affected areas will be towed away without prior notice.

Police are investigating a fatal traffic accident in Pat Heung last night (January 21) in which a 51-year-old man died.
At about 10.25pm last night, a medium goods vehicle (MGV) driven by the 51-year-old man was travelling along Tsing Long Highway towards Yuen Long. When reaching Pok Oi Interchange, it reportedly lost control and side-turned.
The MGV driver was trapped inside the compartment and was rescued by firemen. Sustaining multiple injuries, he was sent to Pok Oi Hospital in unconscious state and was certified dead at 11.14pm.
Investigation by the Special Investigation Team of Traffic, New Territories North is underway.

Police are investigating a fatal traffic accident in Wong Tai Sin last night (January 21) in which an 87-year-old man died.
At about 6.40pm yesterday, a public light bus (PLB) driven by a 65-year-old man was travelling eastbound along Tung Lung Road. When approaching Choi Tung House of Tung Tau Estate, it reportedly knocked down the 87-year-old man who was crossing the road.
Sustaining serious head injuries, the 87-year-old man was rushed to Kwong Wah Hospital in unconscious state and was certified dead at 7.15pm.
The PLB driver was arrested for dangerous driving causing death. He has been released on bail pending further enquiries and is required to report back to Police in early February.
Investigation by the Special Investigation Team of Traffic, Kowloon East is underway.

。New Territories South Region will conduct a traffic enforcement operation against illegal parking in Tsuen Wan, Kwai Tsing, Sha Tin, Airport and Lantau police districts, from tomorrow (January 22) to January 24, with a view to ensuring road safety and smooth traffic flow.
Stringent enforcement action will be taken during the operation. The Police will issue fixed penalty tickets to drivers, who park their vehicles illegally, particularly those involve double parking, parking at restricted zones (especially near bus stops and crossing facilities) and obstructing vehicle entrances.
The Police will issue multiple tickets and take summons action against drivers who have contravened illegal parking regulations, obstructed traffic flow or caused danger to other road users. Illegally parked vehicles will also be towed away if necessary.

Police are investigating a fatal traffic accident in Tuen Mun last night (January 20) in which a 13-year-old boy died.
At about 6.47pm, a Light Rail train driven by a 44-year-old man was travelling along Castle Peak Road – Hung Shui Kiu towards Tuen Mun. When approaching near Yick Yuen Road, a bicycle driven by a 13-year-old boy crossing the railway reportedly collided with the train.
Sustaining multiple injuries, the 13-year-old boy was rushed to Tuen Mun Hospital in unconscious state and was certified dead at 7.48pm.
Investigation by the Special Investigation Team of Traffic, New Territories North is underway.

In relation to an interview with a former member of the Independent Police Complaints Council (IPCC) published in a local Chinese newspaper yesterday (January 19), a Police spokesman gave the following response today (January 20):
Since the IPCC commenced a study on the public order events since June 9, 2019, Police Force have been maintaining close liaison with the IPCC and have professionally facilitated every aspect of the work of the IPCC Special Task Force, including providing required documents, answering their enquiries as well as arranging interviews with specific Police commanders, etc.
Police regret that the content of the interview may lead to misunderstanding that Police have not been fully co-operative with the IPCC in its study. Police reiterate that it will continue to fully co-operate with the IPCC Special Task Force in all aspects of its study.

Sham Shui Po Police District launched a traffic enforcement operation against illegal parking in Sham Shui Po and Cheung Sha Wan area today (January 20), with a view to ensuring road safety and smooth traffic flow.
Stringent enforcement action will be taken during the operation which last until January 24. The Police will issue fixed penalty tickets to drivers who park their vehicles illegally, particularly those involve double parking, at restricted zones (especially near bus stops), and obstructing vehicle entrances.
The Police will issue multiple tickets and take summons action against drivers who have contravened illegal parking regulations, obstructed traffic flow or caused danger to other road users. Illegally parked vehicles will also be towed away if necessary.
During the first day of the Chinese Lunar New Year to the third day of the Chinese Lunar New Year, stringent enforcement action will be continued. Drivers are encouraged to be responsible and safe, and respect the rights of other road users.
Owing to the maintenance works on the flag podium at the Golden Bauhinia Square, Wan Chai, the flag-raising ceremony scheduled at 8am today (January 20) will be suspended.
。At around 8pm today (January 19), some rioters suddenly threw four petrol bombs at report room and car park of the Tai Po Police Station. Given that the report room was opened to the public at that time, rioters’ acts posed a serious threat to the safety of innocent members of public and endangered public safety.
Police warn rioters to stop all unlawful acts. The case is pending classification as “arson”, under the investigation by District Investigation Team of Tai Po District.

They threw bricks onto the roads; some threw paint bombs and defaced the exteriors of the buildings in the area.

Police are investigating a fatal traffic accident in Yau Ma Tei yesterday (January 18) in which a 20-year-old man died.
At about 11.49pm, a medium goods vehicle (MGV) driven by a 47-year-old man and a motorcycle driven by the 20-year-old man were travelling along West Kowloon Highway towards Hung Hom in sequence. When approaching Yaumati Catholic Primary School outside, the MGV reportedly slowed down due to traffic in front and the motorcycle failed to stop and collided with the MGV.
Sustaining serious head injuries, the 20-year-old motorcyclist was rushed to Queen Elizabeth Hospital in unconscious state and was certified dead at 0.45am today (January 19). In addition, a 20-year-old male motorcycle passenger sustained injuries and was sent to Queen Elizabeth Hospital for medical treatment in unconscious state.
Investigation by the Special Investigation Team of Traffic, Kowloon West is underway.

A woman who went missing in Wong Tai Sin has been located.
Ng Ching-han, aged 74, went missing after she was last seen in Choi Hung Estate yesterday afternoon (January 17). Her family made a report to Police on the same day.
The woman was located tonight (January 18) on Wah King Hill Road, Kwai Chung. She sustained no injuries and no suspicious circumstances were detected.
Police today (January 18) appealed to the public for information on a woman who went missing in Wong Tai Sin.
Ng Ching-han, aged 74, went missing after she was last seen in Choi Hung Estate yesterday afternoon (January 17). Her family made a report to Police on the same day.
She is about 1.52 metres tall, 41 kilograms in weight and of thin build. She has a pointed face with yellow complexion and short black hair. She was last seen wearing a white long-sleeved shirt, a purple jacket, black trousers, black shoes and carrying a red bag.

B. Road closure

- Vehicles heading for southbound Tai Hang Road flyover will be diverted to eastbound Victoria Park Road, Wing Hing Street and King’s Road; and
- Vehicles heading for northbound Tai Hang Road flyover will be diverted to Tung Lo Wan Road, Moreton Terrace and Leighton Road for Central and Western District direction.
D. Suspension of parking spaces
All car parks and vehicular accesses within the closed roads will be suspended until further notice.
All parking spaces in Hing Fat Street Car Park will be suspended from 10am on January 22 to 10am on January 25, except for disabled parking spaces.
All on-street public parking spaces at the following locations will be suspended from 2pm on January 24 to 8am the following day:

A man who went missing in Tin Sum has been located.
Lam Chi-wang, aged 29, went missing after he left his residence in Sha Kok Estate in the small hours of December 15, 2019. His guardian made a report to Police on December 19, 2019.

D. Suspension of parking spaces
Parking spaces on southbound Wong Nai Chung Road between Sports Road and Blue Pool Road will be suspended from 11am to 7pm during day racing, from 4.30pm to 11.59pm during evening racing, and from 5pm to 11.59pm during night racing.
Any vehicles found illegally parked within the precincts of the above affected areas will be towed away without prior notice.

Police are investigating a fatal traffic accident in Central last night (January 13) in which a 45-year-old man died.
At about 11.35pm yesterday, a taxi driven by a 60-year-old man was travelling along Connaught Road Central towards Western district. When reaching the junction of Connaught Road Central and Jackson Road, it reportedly knocked down the 45-year-old man who was crossing the road.
Sustaining serious head injury, the 45-year-old man was rushed to Ruttonjee Hospital in unconscious state and was certified dead at 0.30am today (January 14).
Investigation by the Special Investigation Team of Traffic, Hong Kong Island is underway.

Police today (January 13) appealed to the public for information on a fatal traffic accident in Tai Po last night (January 12) in which a 52-year-old woman died.
At about 8.50pm yesterday, when a bicycle ridden by a 15-year-old boy was travelling along the pavement outside Sun Wo House, Tai Wo Estate towards Tai Wo Market, it reportedly knocked down the 52-year-old female pedestrian.
The woman was rushed to Prince of Wales Hospital in unconscious state and was certified dead at noon today.
Investigation by the Special Investigation Team of Traffic, New Territories North is underway.

Police today (January 13) appealed to the public for information on a man who went missing in Kwai Chung.
Cheung wai-kin, aged 40, went missing after he was last seen in his residence at Kwai Fong Estate on September 15 last year. His family made a report to Police on January 2 this year.
He is about 1.68 metres tall, 54 kilograms in weight and of thin built. He has a round face with yellow complexion and short black hair. He was last seen wearing a black short-sleeved T-shirt, black short pants and dark color slippers.

Police are investigating a fatal traffic accident in Sau Mau Ping this evening (January 12) in which a 70-year-old man died.
At about 6.35pm, a public light bus (PLB) driven by a 54-year-old man was travelling along On Sau Road towards Tseung Kwan O. When approaching Kam Tai House of On Tai Estate, it reportedly knocked down the 70-year-old man who was crossing the road.
Sustaining serious head injury, the 70-year-old man was rushed to United Christian Hospital in unconscious state and was certified dead at 7.20pm.
The PLB driver was arrested for dangerous driving causing death and is being detained for further enquiries.

Police are investigating a fatal traffic accident in Tai Po this morning (January 12) in which a 72-year-old man died.
At about 9.25am, a taxi driven by a 68-year-old man was travelling along Tai Po Tai Wo Road northbound, while a bicycle ridden by the 72-year-old man was travelling along Po Nga Road westbound. When reaching the junction of Tai Po Tai Wo Road and Po Nga Road, the taxi and the bicycle reportedly collided.
Sustaining serious neck injury, the 72-year-old cyclist was rushed to Alice Ho Miu Ling Nethersole Hospital in unconscious state and was certified dead at 10.18am.
The taxi driver was arrested for dangerous driving causing death and is being detained for further enquiries.
Investigation will be conducted by the Special Investigation Team of Traffic, New Territories North.

Police advise motorists that special traffic arrangements will be implemented in Sha Tin to facilitate the race meeting today (January 11).
The arrangements will come into effect two hours before the start of the first race and will last until the crowds have dispersed after the race meeting.
Appropriate traffic signs will be put up and police will be on hand to guide motorists.
The Police also appeal to people going to Sha Tin Racecourse for the race meeting and to Happy Valley Racecourse for cross betting to make maximum use of public transport.
Parking spaces at the two racecourses are available only to holders of appropriate permits issued by Hong Kong Jockey Club and any vehicles illegally parked will be towed away.
Police will implement special traffic arrangements on Hong Kong Island on January 13 (Monday) to facilitate the holding of the Ceremonial Opening of Legal Year 2020.

Suspension of parking spaces

A man who went missing in Hung Hom has been located.
Lam Wing-nam, aged 40, went missing after he left a hostel on Cooke Street on January 1 afternoon. A staff member made a report to Police on January 2.
The man returned to his hostel yesterday afternoon (January 8). He sustained no injuries and no suspicious circumstances were detected.

Lam Wing-nam, aged 40, went missing after he left a hostel on Cooke Street on January 1 afternoon. A staff member made a report to Police yesterday (January 2).

Chan Chun-hung, aged 78, went missing after he left an elderly home on Bulkeley Street in the small hours yesterday (January 2). Staff of the elderly home made a report to Police on the same day.

B. Traffic diversions
From 7.30am:
- Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one-way southbound; and
- Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound.
From 8am:
- Traffic along southbound Caroline Hill Road cannot turn right to uphill Link Road;
- Link Road between Broadwood Road and Caroline Hill Road will be maintained one-way downhill. Traffic along downhill Link Road may not be allowed to turn right at the junction of Link Road and Caroline Hill Road and that of Caroline Hill Road and Leighton Road;
- Broadwood Road between Link Road and Tai Hang Road will be maintained one-way uphill southbound. Traffic along Broadwood Road will be diverted to northbound Tai Hang Road;
- Traffic along southbound Tai Hang Road will be diverted to Perkins Road or make a U-turn to northbound Tai Hang Road;
- Traffic along eastbound Tai Hang Road and lower westbound Blue Pool Road will be diverted to westbound Tai Hang Road, except for access by local residents, franchised bus routes No.41A and 11, and GMB routes No.14M and 24M;
- Mount Butler Road between Mount Butler Drive and Price Road will be re-routed one-way downhill; and
- If necessary, traffic along northbound Caroline Hill Road cannot turn right to Eastern Hospital Road.
From 9.30am:
- Traffic along Stubbs Road cannot enter the Wan Chai Gap Park area and will be diverted to Magazine Gap Road and Coombe Road.
C. Suspension of parking spaces
All parking spaces on Stadium Path, Caroline Hill Road and Hoi Ping Road will be suspended from 6am to 12 noon.
All parking spaces on Coombe Road will be suspended from 6am to 3pm.
D. Prohibition to learner drivers
The following roads will be prohibited to all learner drivers from 6am to 3pm:
- Tai Hang Road;
- Leighton Road;
- Sharp Street East;
- Percival Street south of Hennessy Road;
- Caroline Hill Road;
- Link Road;
- Stadium Path;
- Cotton Path;
- Eastern Hospital Road;
- Eastern Hospital Road service road;
- Broadwood Road;
- Southbound Wong Nai Chung Gap Road;
- Southbound Stubbs Road flyover;
- Aberdeen Reservoir Road; and
- Yue Kwong Road.
All vehicles parked illegally may be towed away without prior notice.
Actual implementation of the traffic arrangements will be made depending on traffic and crowd conditions in the area. Motorists are advised to exercise tolerance and patience and take heed of instructions of the Police on site.

Su Xiaoting, aged 14, went missing after she left her residence on Yi Pei Square on December 8, 2019 morning. Her family made a report to Police on December 12, 2019.
She is about 1.7 metres tall, 43 kilograms in weight and of thin build. She has a long face with yellow complexion and long straight black hair. She was last seen wearing a black shirt, black short jeans and black and white sports shoes.

Tang Chi-keung, aged 61, went missing after he was last seen on Heng Lam Street in the small hours yesterday (January 2). His family made a report to Police on the same day.
He is about 1.64 metres tall, 50 kilograms in weight and of medium build. He has a round face with yellow complexion and is bald. He was last seen wearing a green long-sleeved shirt, blue trousers and blue slippers.

Police are investigating a fatal traffic accident in Kwun Tong this afternoon (January 2) in which a 53-year-old man died.
At about 12.05pm, a light goods vehicle (LGV) driven by an 82-year-old man was travelling along Cha Kwo Ling Road westbound. When approaching near the junction of Cha Kwo Ling Road and Ko Fai Road, it reportedly lost control, collided with a private car which parked at roadside and later rammed into water barriers and a bollard light. The LGV continued to skid forward along Cha Kwo Ling Road, knocked down two male pedestrians, aged 53 and 46 respectively, and finally hit the railings and crashed onto the pavement.
Sustaining serious head injury, the 53-year-old male pedestrian was rushed to United Christian Hospital in unconscious state and was certified dead at 3.24pm. In addition, the 82-year-old LGV driver felt unwell and the 46-year-old male pedestrian sustained minor injuries. They were sent to United Christian Hospital for medical treatment in conscious state.
The LGV driver was arrested for dangerous driving causing death and is being detained for further enquiries.
Investigation by the Special Investigation Team of Traffic, Kowloon East is underway.

Rioters hurled petrol bombs in Tuen Mun, Tsuen Wan and Mong Kok respectively. In the small hours today (January 1), rioters hurled petrol bombs on Nathan Road in Mong Kok and some occupied the roads in the vicinity of Nathan Road and Shantung Street. Police have deployed tear gas to disperse protestors.
At around 9pm yesterday (December 31), some masked rioters hurled five to six petrol bombs at a police vehicle near Yau Oi LRT Station at Yau Oi Estate, Tuen Mun. At around 10.30pm yesterday, rioters hurled petrol bombs at a carpark next to Tsuen Wan Police Station, causing fire to three private cars.
Arson does not only prejudice public safety, but is also a serious crime. The maximum penalty is life imprisonment. Police reiterate that Police have zero tolerance against all illegal acts and will enforce the law strictly.
