The Finance Wing manages the Force's financial resources prudently and oversees the finances of budget holders within the Force. The Administration Wing performs core administrative duties, fosters good staff relations at the civilian grades and, in 2021, took steps to increase the efficiency and cost-effectiveness of a number of its support services. The Planning and Development Branch supports the development and implementation of capital works that improve the Force's facilities, to ensure that professional policing services are provided to the community.
Finance Wing
Total expenditure of the Force for the financial year ending March 31, 2022, has been estimated at $25.1 billion, which is about 4% of the Government's total budget for the year. Salaries and allowances account for about $18.1 billion of this figure, with departmental expenses and capital items taking up the remaining funds. Fines, penalties and other fees and charges are expected to produce about $1.34 billion in revenue.
Administration Wing
The Force has a civilian establishment of around 4,700 staff, who provide administrative, secretarial and technical support for police operations. The Administration Wing provides effective support to facilitate the redeployment of manpower resources to fulfil new or ad hoc responsibilities. In the face of an ageing population and a retirement peak in the coming years, the Administration Wing is implementing various measures including the Post-retirement Service Contract Scheme, the Final Extension of Service of Civil Servants, and Further Employment beyond Retirement Age, and also formulates sustainable succession plans for various civilian grades.
Planning and Development Branch
New Generation Report Rooms in the police stations of Tuen Mun and Kwun Tong were commissioned in January and October 2021 respectively. The one in Chai Wan Police Station will be completed in the second quarter of 2022. These facilities aim to provide greater privacy and efficiency when members of the public make a report.
Partitions were installed at the reception counter of the New Generation Report Room in Tuen Mun Police Station for improved security and privacy.
Fan Garden, which provides married quarters for junior police officers, was commissioned in June after in situ redevelopment. The estate now has 1,184 new flats, a substantial increase from the 99 units previously available.

The reprovisioned Police Officers' Club was commissioned in November to continue offering a range of sports, recreational and dining facilities to members and their families.
