The Rotary International has recently complimented officers for their professionalism, devotion to duty and performances in serving the community.
 
Receiving excellence awards from the Rotary International at a presentation ceremony were Yau Tsim District (YTDIST); Police Constable (PC) Yiu Yin-yan from Patrol Sub-unit, Western Division; Station Sergeant (SSGT) Cheng Chi-kin and PC Pak Chuen-mun from Patrol Sub-unit, Rail District; PC Yip Ling-fai from Enforcement and Control, Traffic Kowloon West; and SPC Yim Wai-keung from Patrol Sub-unit, Kwai Chung Division. 
 
Attending the presentation ceremony were Director of Operations Wong Chi-hung, New Territories South Regional Commander Lau Chi-wai, Hong Kong Island Regional Commander Li Kin-fai, YTDIST Commander Yu Tat-chung Western District Commander Choy Wise and Rail District Commander Tam Chak-hang.
 
YTDIST- "Project Gemstone"
 
"Project Gemstone" is a Junior Police Call programme to help Non-ethnic Chinese (NEC) overcome language barriers by providing Chinese language classes to brush up their Chinese written and oral skills so that they would meet the academic and proficiency standards of the Government Standard Examination in joining the civil service or the Force. Orientation visits to government departments are also arranged for NEC youths to know more about the work of civil servants. 
 
PC Yiu delivering a child birth
 
On October 19, PC Yiu was on patrol with her team when they responded to a case of childbirth in a residential flat at Pok Fu Lam Road. When she helped the woman give birth, the baby girl's head was surrounded by the umbilical cord. Under this critical situation, PC Yiu summoned up her courage and untied the umbilical cord around the baby's neck, saving both the mother and her baby.
 
SSGT Cheng and PC Pak arresting a man for making bomb hoax
 
On May 16 last year, while passengers were alighting from an MTR train travelling on the Island Line, a Pakistani man barged into the train driver's cabin and repeatedly shouted "explosion" in English and tried to ignite a piece of string in a paper bag with a cigarette lighter. Arriving at the scene, SSGT Cheng and PC Pak immediately overpowered the man. Subsequent enquiry confirmed that the man was not carrying any explosive. He was jailed for 10 months on a charge of "communicating false information as to the existence of a bomb".    
 
PC Yip handling a serious wounding case
 
On May 11 last year, while on the way to handle a traffic accident, PC Yip saw four men armed with machetes attack a man. As the victim fell to the ground with severe wounds, PC Yip drew his revolver to try to stop the assailants. As the assailants ignored his warnings and waved the machetes at him, PC Yip opened fire, hitting one of the assailants in the shoulder blade. The bullet ricocheted into his heart, killing him instantly. 
 
The victim survived the attack after spending two days in critical condition in hospital. Follow-up investigation resulted in the arrest of 23 persons, one of whom was sentenced to three years' imprisonment on a charge of "wounding with intent to do grievous bodily harm".
 
SPC Yim handling mentally disturbed person
 
SPC Yim was on beat patrol in Shek Lei Estates, Kwai Chung, on April 21 when he dealt with a complaint of nuisance in the estate. The woman complainant told him that her neighbour, who had a mental problem, drilled a hole on an adjoining wall of their flats and inserted a rubber tubing from an LPG canister into the hole. Using his inter-personal skills, SPC Yim managed to calm down the man and eventually succeeded in persuading him to open his door and surrendered himself.

A proud moment for the awardees
