The Police Stores Delivery Service provides one-stop service from packing and delivery of uniform and accoutrement (U&A) as well as general stationery to Formations and Sections to returning old uniforms to Police Stores on Stores Days.  
 
In the past, Formations and Sections were required to arrange transport to collect the above stores and return U&A items. This put a burden on the Formations and Sections related to manpower, time and resources. With Stores Management Division's (SMD) mission to provide a customer-oriented service, Police Stores have made a major change to improve the existing services. Starting from February this year, the Delivery Service is implemented gradually in four phases.  
 
The first phase was launched in February this year for the 15 Formations and Sections in New Territories North (NTN) Region. NTN Region was chosen for the first part of pilot scheme because its Formations are far away from Police Stores.
 
The second phase was implemented from July to August for the Formations in New Territories South Region, Kowloon East Region, Police Tactical Unit Headquarters and Auxiliary Police Headquarters. The third phase from September to October further extended the Delivery Service to Kowloon West Region, Marine Region and Police College. 
 
During the pilot scheme, Police Stores kept on reviewing service quality by inviting comments from users through questionnaires. Based on their feedback, Police Stores have improved its service by (1) using reusable plastic boxes instead of carton boxes to return U&A items; (2) adhering a "Packing Sheet" to the boxes for identification of the items inside; and (3) closely monitoring the delivery contractor's performance to ensure that goods are delivered on time. Police Stores finds it encouraging that after implementing the Delivery Service, the operational cost has been significantly reduced by 36 per cent as a whole. Starting from November 1, the Delivery Service has been fully implemented to cover Hong Kong Island Region. 
 
Besides the Delivery Service, SMD launched another new value-added service known as "Ad Hoc Collection Service" in October this year to cater for officers' urgent need for U&A items. Application for such service is very simple. Officers are only required to fill in a simple form and then fax or email it to Senior Supplies Supervisor of Police Stores (SSS PStores).  Upon receipt of an ad-hoc service request, SSS PStores will make a reply within 48 hours (two working days), informing the applicant of the revised collection date and time slot.  
 
In addition, SMD rolled out an enhanced information system, "STORESMAN II", on May 29. Under this new system, the records of U&A items are computerised, personalised and systematised. Officers can make enquiries, request for and return U&A items through STORESMAN II. Since the launch of STORESMAN II, Police Stores have received 1,460 system improvement requests, of which 1,121 have been handled. The remaining 339 requests have been forwarded to the contractor for review and system enhancement to meet users' operational needs.
