The Force Committee on Complaints Prevention (FCCP) rolled out "Project PEACE" last September with a view to offering guidelines to frontline officers so that they would be more confident and professional in handling land disputes, thereby avoiding unnecessary complaints.  
 
Under the project, Complaints Against Police Office (CAPO) organised two seminars in Police Headquarters and New Territories North Regional Headquarters on March 25 and April 30 respectively. A total of 310 frontline officers acquainted themselves with the procedures and police power of handling land disputes. 
 
Complaints & Internal Investigations Branch Chief Superintendent Lam Man-sai and CAPO Senior Superintendent Ho Ying-foo officiated at the opening of the two seminars and outlined the background and goals of "Project PEACE" as well as the present complaint situation and the challenges officers face while handling land disputes.
 
After the opening, the Senior Land Executive Officer of Lands Department, Mr Yuen Sze-chun, explained the roles of his department in land disputes. The Senior Liaison officer of Yuen Long District Office, Ms Siu Mo-fei, told the audiences that her office mainly served as a link with other government departments and local parties, such as police, Lands Department, landlords or land occupants, for solving land disputes.
 
At the same time, Acting Chief Inspector Wong Lung, Assistant Divisional Commander (Operations) of Yuen Long Division, and Senior Inspector Man Yue-ching from the Regional Anti-Triad Unit of New Territories North gave talks on the roles, functions and authority of the police in handling land disputes, in addition to the difficulties faced by officers and the related criminal offences.   
 
The FCCP will continue to roll out more projects to upgrade the quality of the services provided by officers as well as their professionalism.
