The 9th Symposium on Police Studies of the Straits cum Hong Kong and Macao will be held in Kunming in mid-October. Therefore, Police College is inviting Force members to submit papers on the main theme - "The Combat and Policing Co-operation against Cross-boundary Drug Crimes".
 
The Mainland, Taiwan, Hong Kong and Macao are tackling different drug crimes. With different social environments and legal systems, these four jurisdictions are also facing different difficulties in formulating preventive and combatting strategies. The theme of the 9th Symposium inspires the jurisdictions to identify the general trend and constraints in combatting cross-boundary drug crimes with a comparative study of cases and explore possible solutions. It also provides a good opportunity to share experience of co-operation in tackling drug crimes across the jurisdictions. 
 
In addition, some issues of common concerns will also be discussed in the Symposium, including strengthening intelligence exchange, enhancing co-operation in investigation and evidence collection, strengthening policing co-operation and counter-terrorism strategies.   
 
Force members are invited to submit papers on the following sub-themes:
 
(1) Analysis of the General Trend and Constraints in Combatting Cross-boundary Drug Crimes;
 
(2) The Preventive and Combating Strategies against Cross-boundary Drug Crimes;
 
(3) The Basic Strategies and Achievements in Combatting Local Drug Crimes of the Mainland, Taiwan, Hong Kong and Macao;
 
(4) Typical Cases of Joint Collaboration by the Mainland, Taiwan, Hong Kong and Macao with Neighbouring Countries or Regions in Combatting Drug Crimes or a Comparative Study of Legal Systems for Combatting Drug Crimes;
 
(5) The Preventive and Combatting Strategies against Serious Cross-boundary Crimes;
 
(6) Strengthening the Mechanisms for Crime Intelligence Exchange among the Mainland, Taiwan, Hong Kong and Macao;
 
(7) Enhancing Co-operation in Investigation and Evidence Collection;
 
(8) Improving and Expanding the "Agreement on Cross-Strait Co-operation in Combatting Crimes and Mutual Legal Assistance";
 
(9) Fostering Police Training Co-operation and Mutual Visits Among the Mainland, Taiwan, Hong Kong and Macao;
 
(10) The Current Counter-terrorism Strategies and Co-operation among the Mainland, Taiwan, Hong Kong and Macao; and
 
(11) Other Worthwhile Theories and Practices on Policing.
 
Papers should be submitted in Chinese with words not less than 5,000 and not more than 15,000.  Each submission should also include a summary of about 200 words with relevant keywords provided. 
 
Papers should be original.  Plagiarism or infringement of copyright will lead to disqualification. If a paper has been retained, replicated or published by other organisations, specify so during submission.
 
The author is entitled to copyright, but submission of a paper will constitute an endorsement by the author for Police College to pass the paper or its copy to the Police Association of China for retention and replication, as well as publishing on its intranet, the Internet or other media channels. 
 
Soft copy (Microsoft Office Word 6.0 or above), by PEN, should reach the Executive Officer of Training Coordination & Liaison Division (eo-tcl) of Professional Development Learning Centre before July 15.
 
Papers will be assessed and selected by an adjudicating panel of the Symposium's Preparatory Working Group in late July.  Marking criteria will include: 
 
(1) Relevance: Relevance to the main theme of the Symposium, Applicability of ideas of the paper and Inclusion of practical suggestions/ Discussion/ Other Recommendations.
 
(2) Originality: Creativity in idea and Innovation in addressing contemporary policing issues.
 
(3) Literature Research & Analysis: Backup of research/ academic theories or clear presentation on background of the paper and Clarity of conceptual/ academic analysis.
 
(4) Structure and Clarity: Logical structure as a whole and Writing style.
 
Papers selected by the Preparatory Working Group will be published in the Symposium Journal.  Authors whose papers have been chosen for presentation will be invited to join the Force delegation to Kunming and present their papers on stage in Putonghua.
