New Milestone of Force KM

The Inaugural Annual Knowledge Management (KM) Seminar of the Force was held on March 13 with Police College Deputy Director 2, Chief Superintendent (CSP) Eric Cheng, who is the Force Chief Knowledge Champion, declaring seminar open and giving a presentation on the Force's 14-year KM journey.

After CSP Cheng's presentation, Chair Prof W.B. Lee and Prof Eric Tsui (also an Honorary College Advisor), the Centre Director and Associate Director of the Knowledge Management and Innovation Research Centre of the Hong Kong Polytechnic University respectively, explained from academic perspectives the techniques of "Storytelling" for sharing knowledge and the trend of KM developments in the global arena in the 21st century.

Representatives from Information Systems Wing (ISW), Acting Chief Management Services Officer Young Chi-hung and Chief Inspector (E-POL) Christy Chau, updated the participants on the Force Electronic Information Management Strategy and the progress of the KM System Replacement Project respectively.

This unprecedented KM event was attended by over 250 KM enthusiasts, including the five Force KM Champions, the newly appointed KM Ambassadors, representatives from Service Quality Wing (SQW) and ISW as well as guests from other government departments, including Efficiency Unit, Customs and Excise Department, Fire Services Department and ICAC.

CSP Cheng said in his concluding remarks, "KM is not a management project, but rather a perpetual journey for enhancing the Force capacity."

As part of an initiative to enhance the Force KM framework, the KM Policy and Coordination Committee was set up earlier this year for steering and overseeing KM developments and activities.  On March 16, Police College Director and Force Knowledge Officer Paul Lau chaired the first meeting of the committee. Among the participants were Prof Tsui, Assistant Commissioner (IS) Peter Cornthwaite, Acting Assistant Commissioner (Service Quality) Yolanda Chan, the five Force KM Champions, and representatives from the Formation KM Championship Scheme and Police College. The meeting reviewed the Force's KM policy and latest KM activities, and deliberated on the future development of KM.
