Kowloon East (KE) Region ran an Immediate Tactical Intervention Exercise titled AIMHIGH on February 24 to test the capability of frontline officers in responding to a simulated emergency incident at Kai Tak Cruise Terminal (KTCT).


A total of 163 officers took part in the exercise, which was a joint endeavour with the operators of the KTCT, KE Emergency Unit (EU), Police Tactical Unit (PTU) D Company, Ngau Tau Kok Division (NTKDIV), Counter Terrorism Response Unit (CTRU) and Leisure and Cultural Services Department.


The scenario of the exercise involved a group of fans gathering at the rooftop garden of the KTCT to wait for a celebrity. The public meeting was policed by NTKDIV. Three unidentified persons suddenly attacked the fans with knives and firearms. Officers of EU KE and PTU D Company immediately arrived at the site and apprehended two of the suspects. The third suspect surrendered after a struggle. Upon questioning by the officers, the third suspect disclosed that two more suspects equipped with heavy firearms were staying in a private car at the KTCT. CTRU was then called to deal with the suspects.


KE Regional Commander Duncan McCosh presided over the exercise along with observers drawn from the Special Duties Unit, Wanchai District Special Duty Team and other KE Formations. The exercise helped to enhance the readiness of the related officers in handling unforeseen situations and serious incidents.
