The Force arranged a series of overseas visits for Junior Police Call (JPC) members recently to widen their horizons and enhance their leadership skills.


Cultural exchange in Harbin & Russia


Led by the Chairperson of the JPC Central Advisory Board (CAB), Ms Lam Hiu-tong, eight officers of the Police Public Relations Branch (PPRB) and 50 JPC members went to Harbin in northeast China and Blagoveshchensk in eastern Russia for a cultural exchange from July 21 to 28. Two members of JPC CAB, Ms Ng Yin-mui and Dr Lam Wai-wing, also joined the delegation as advisors.


The delegates started their cultural tour in Russia. The Force brought the JPC members to visit police stations and a fire services museum in Blagoveshchensk where Russian policemen briefed the members on their daily work and equipment.


During their trip to Harbin, the delegation interacted with officers at the provincial Public Security Bureau, and the latter showcased their equipment and armoured vehicles to the delegates and demonstrated judo and arm wrestling. Then the JPC members met some local youngsters at Harbin Children's Palace. They also toured Harbin Institute of Technology to learn about the development of astronautic technology in the Mainland, went to the top of Heilongshan to admire its beautiful landscape, and visited the Unit 731 Museum to understand more about Chinese history. On July 24, the delegation joined with other Hong Kong youth uniformed groups to attend the National Flag Raising Ceremony at Harbin Institute of Technology.


The trip enabled the JPC members to get a better understanding of the distinctive culture and economic development of China as well as the importance of environmental conservation.


Fight crime event in Macau


Acting Senior Superintendent of the PPRB Ng Chui-ting led nine JPC members to attend a ceremony in Macau to mark the completion of their fourth cum inauguration of their fifth Junior Anti-crime Pioneer Seed Project on July 18. Ms Ng Yin-mui also accompanied the JPC members.


The delegates exchanged views with Macao police officers on ways to enhance youth engagement work. Afterwards, they visited the Macao Judicial Police Headquarters and joined a peer-to-peer discussion with junior anti-crime pioneers to better understand policing work and youth programmes in Macau. The events consolidated the partnership between Hong Kong and Macau on youth engagement.


Astronautic trip to northwest China


Kowloon City District (KCDIST) led some JPC members to northwest China for an astronautic and cultural trip from August 4 to 9 with the company of JPC Honorary Presidents. The JPC members visited the world heritage of Mogao Grottoes in Dunhuang, the Great Wall at Jiayuguan as well as the Satellite Launch Centre in Jiuquan to get to know the splendid history of the Silk Road and modern astronautic development in the Mainland.


With the assistance of Vice-president of KCDIST JPC Honorary President Council Mr Norman Lam, a representative of the Planning Department of the Satellite Launch Centre, Mr Guo Zhonglai, received the 40-member delegation. They were guided to tour the astronauts' dormitory "Wen Tian Ge", the rocket installation centre and the rocket-launching platform. The trip widened the horizons of the JPC members in the realm of aerospace, historical and cultural development in the Mainland.
