In a bid to enhance frontline officers' capability in dealing with a large number of detainees during major operations and to test the functionality of Kwai Chung Police Station as a Temporary Holding Area (THA), a THA-for-Mass-Arrest Exercise was conducted on November 24, 2017.


Nearly 100 officers of Police Tactical Unit "Foxtrot" Company (PTU F COY), Kwai Chung Division and Kwai Tsing District (KWTDIST) Crime Squad took part in the exercise. They simulated a public procession in Central and the situation turned chaotic when some protestors stayed behind after the procession to stage an unlawful assembly, ending up with a mass arrest of over 200 protestors. The THA at Kwai Chung Police Station was activated, with officers of PTU F COY escorting some detainees to the THA for further questioning by crime officers. A series of challenging scenarios had been incorporated in the exercise and they were all dealt with expeditiously by THA officers.


The exercise provided a valuable opportunity for the participating units to fine-tune the procedures for and techniques of manning a THA in a dynamic situation.
